About this file

This document is an evaluation criteria document for Montana State University's (MSU) Request for Proposal (RFP) No. 25-015 for Venture Studio Expertise. The RFP seeks a professional service provider to establish and operate a technology commercialization venture studio, with a total evaluation point system of 1000 points. The evaluation will comprehensively assess proposers across six key areas: Firm Overview (75 points), Approach and Methodology (300 points), Team Composition (200 points), Project Case Studies (225 points), Business Proposal/Budget (200 points), with an additional potential 50 bonus points for Equal Pay for Montana Women.

The scoring methodology is structured with a detailed rubric that evaluates responses from "Superior" (90-100%) to "Failed" (59% or less), with mandatory pass/fail elements. Proposers must provide a narrative firm overview, detailed business plan including strategies for commercialization, IP assessment, opportunity formation, fundraising, and studio operations. The RFP emphasizes that the lowest cost proposal will not automatically win, but rather proposals will be evaluated holistically based on the comprehensive evaluation criteria. Proposers are required to submit a minimum of three project case studies with references, and their budget and pricing model will be carefully scrutinized against the provided instructions in the buyer attachments.
