The RFP involves a comprehensive evaluation process that includes submission of a firm overview, approach methodology, team composition, case studies, and a business plan/project proposal with budget and pricing model. Pricing submissions will be made under the Service Line Item Tab, and while cost is a factor, the lowest-cost proposal will not automatically be awarded the contract. The evaluation will consider multiple factors outlined in the Basis of Evaluation attachment, with potential bonus points available for compliance with the Executive Order No. 12-2016 promoting equal pay for Montana women.
