About this file

This document is an Addendum to the Request for Proposals (RFP) issued by the Eugene Water & Electric Board (EWEB) for Strategic Asset Management Plan Consulting services (RFP No. 23-206-PSC). The RFP seeks proposals from qualified firms with Enterprise Asset Management expertise in the utility industry to assist EWEB in maturing their Asset Management Program prior to replacing their legacy mainframe systems with SAP's cloud-based utility Asset Management solution. The Addendum provides clarification on the scope of work, which includes developing a Strategic Asset Management Policy, Objectives, and Plan (SAMP) and providing basic training to EWEB's core Asset Management team, executive team, and general population. The RFP indicates that EWEB has approximately 600,000 assets to track and that the proposal submission deadline is 2:00 p.m. (PT) on Tuesday, November 21, 2023.

The Addendum also addresses questions from potential proposers, including clarification that the scope does not include analysis of technical solutions or software procurement, and that the training should focus on industry best practices for developing and implementing a SAMP. The Addendum also specifies that the training for the executive team and general EWEB population should be a lighter version of the core team training, providing an overview of the process and the final SAMP products.

ADDENDUM #2

Strategic Asset Management Plan Consulting RFP No.: 23‐206‐PSC

This addendum provides clarification to the solicitation document(s) for work only to the extent indicated herein.

Questions received from potential proposers:

1. Is EWEB open to RFID‐based asset management as part of the solution?

Response:

The scope of this RFP does not include analysis of any technical solutions. The scope of work is to develop a Strategic Asset Management Policy, Objectives, and Plan (SAMP) and to provide basic training. Following integration of SAP’s cloud‐based Asset Management solution, including Field Service Management, Service and Asset Manager, and Asset Performance Management, EWEB may look at complementary technology to carry out the SAMP.

2. How many users will require a profile for the software?

The scope of this RFP does not include any analysis of or procurement of software technologies. As stated in the RFP and above, we will be implementing SAP for Asset Management. Any additional software needs will be assessed during and after integration of SAP.

3. How many assets is EWEB interested in tracking?

Approximately 600,000

4. 2.5 Scope of Work, Initial Consultation (page 10 – Are the action list, roadmap and timeline limited to achieving the other tasks outlined in the RFP (i.e., Training of Core Asset Management Team, Strategic Asset Management Objectives, Policy, and Plan Development, and Training of Exec Team and General EWEB Population) or should it include broader activities to advance and mature

EWEB’s asset management program?

Response:

The actions listed in the initial consultation section are limited to the remaining tasks outlined in the RFP including Training of Core Asset Management Team, Strategic Asset Management Objectives, Policy, and Plan Development, and Training of Exec Team and General EWEB Population.

5. 2.5 Scope of Work, Training of Core AM Team (page 10) – Can you specify what ‘Enterprise Asset

Management planning’ entails? Does this refer to the planning for an EAM system or an EAM program, or both? What is the estimated number of staff that will participate in the training?

Addendum - Nonmaterial Change Rev 4-21-20

Training of the core team should include industry best practices on how and why utilities develop

Strategic Asset Management Objectives, Policies, and Plans as well as how these products are typically used/implemented programmatically. We see this as the beginning steps of maturing the existing Asset Management System. The estimated number of staff will depend on the initial consultation advice from the proposer on the core team make‐up for EWEB, but would assume 30 people or less.

6. 2.5 Scope of Work, Strategic Asset Management Plan Objectives, Policy, and Plan Development

(page 11) – Can you clarify what is meant by ‘mobile work aspects’? Is this referencing mobile devices or the mobile nature of the workforce in carrying out their day‐to‐day responsibilities? Or something else entirely?

Response:

‘Mobile work aspects’ is meant to tie the importance of collecting and documenting asset condition data from the field to the realized benefits of an Asset Management Plan. EWEB is currently using a variety of methods/tools to collect that data from pen and paper to smart phones and everything in between. As a result, the data coming back is not consistent, is difficult to utilize and isn’t always trusted. A desired future state includes the use of standardized mobile devices that are easy to use (and more prone to adoption) and produce more consistent reliable data to help meet the goals set forth in the new SAMP.

7. 2.5 Scope of Work, Training of Executive Team (page 11) – Can you clarify the extent of the training that EWEB is expecting for the executive team and general EWEB population? Would this be a ‘light’ version of the training conducted for the core AM team?

Response:

Training for the Executive Team and general EWEB population should include a light version of the core team training in terms industry best practices on how and why utilities develop Strategic Asset Management Objectives, Policies, and Plans as well as how these products are typically used/implemented. It must also include a summary of the process the core team went through to develop the products, an overview of the products, and provide a vision of how these products will be used by EWEB in the future.

All references to the closing date and time were changed in Addendum #1, and are as follows:
