RFP 22-038 – Addendum #2

SALEM AREA MASS TRANSIT DISTRICT

REQUEST FOR PROPOSALS

RFP 22-038

TRANSIT SECURITY SERVICES

ADDENDUM #2

Salem Area Mass Transit District is providing information and making changes / additions / modifications / revisions as an Addendum to RFP 22-038.

The following changes, clarifications and SAMTD responses to questions posed to date are hereby provided to all proposers:

1. Question: Who's the incumbent? Who's currently providing services?

Response: Allied Universal

2. Question: Is the current contract just up for bid because Allied Universal’s term ran out, or was there noticeable problems that new proposers need to be aware of?

Response: The current contract is expiring. We are soliciting for a competitive procurement for a new contract to replace the expiring contract.

3. Question: What are your budgetary requirements or limitations?

Response: SAMTD does not release internal budgets during an open competition solicitation in order to preserve a competitive environment for the procurement.

4. Question: The sample contract in the RFP, Exhibit D, indicates that billing is paid on a Net 30 basis. We have two questions in this regard:

1) Is there a limit on monthly invoicing intervals or preferred billing interval?

2) If not, would SAMTD object to receiving invoices twice per month?

Response: 1) SAMTD would prefer an invoicing cycle of once per month, but will consider a twice-per month (bi-weekly) invoice cycle.

2) Please see the previous response.

5. The Agenda for Pre-Proposal Conference that was held on 12/16/2022 is attached as Exhibit A to this Addendum.

RFP 22-038 – Addendum #2

6. The Attendance Sheet for the Pre-Proposal Conference that was held on 12/16/2022 is attached as Exhibit B to this Addendum.

7. The Minutes from the Pre-Proposal Conference that was held on 12/16/2022 are attached as Exhibit C to this Addendum.

All other specifications and terms and conditions remain unchanged.
