About this file

This is Addendum No. 2 to RFP #2139-1-27-26, a questions and answers document issued by the Town of Vernon and Vernon Public Schools in Connecticut for medical benefits administrative services, pharmacy benefit management (PBM), dental benefits, and stop-loss insurance. The RFP solicits proposals for administrative services on a self-funded basis, with the option for bidders to propose a complete package or carve-out options for individual benefit components. The original proposal deadline has been extended to January 27, 2026. Bidders who submitted proposals by the original due date are permitted to submit revisions, which must be clearly identified and marked to indicate specific sections or pricing parameters being replaced. Revisions should be submitted in six hard copies and one electronic copy addressed to John W. Kleinhans, Town Administrator, 14 Park Place, Vernon, Connecticut 06066.

Key clarifications provided in this addendum address MBE certification requirements, plan design descriptors, compensation structures, and benefit program modifications. The Town requires active MBE certification at the time of bid submission or pending status with the Department of Administrative Services (DAS) with finalization prior to contract award. Vernon compensates its consultant through an annual fee arrangement with no commissions to be included in proposals. Bidders must provide competitive pharmacy rebate proposals for the preceding 24 months. Regarding plan design, integrated medical and pharmacy deductibles and maximum out-of-pocket costs must remain as collectively bargained for covered members, although administrative separation is possible. A plan structure document has been provided to clarify the relationship between Summary of Benefits and Coverage (SBC) names and claims and enrollment reports, with firm divisions identified in Cigna reports and corresponding enrollment sheets.

ADDENDUM NO. 2 - QUESTIONS AND ANSWERS

QUESTIONS ANSWERS

1 Does the Town require the MBE certification to be active at the time of the bid submission?

Yes.

2 Alternatively, is a "pending" status with DAS sufficient for the evaluation process, provided certification is finalized prior to contract award?

Yes.

3 We cannot tie the plan descriptors from the SBC names to the claims/enrollment reports. Can you provide a way to tie the plan design descriptors to the claims data plan descriptors?

Attached is the plan structure utilized by the consultant to provide monthly claims reporting.

Firm divisions are identified in the Cigna report and on the corresponding enrollment sheets.

4 Please confirm desired broker commission. Vernon pays the consultant an annual fee. There should be no commissions included in your proposal.

5 Please provide Rx rebates summary for the last 24 months.

We are requesting you provide a proposal that includes your competitive proposal for rebates.

6 Can the integrated Med/Rx deductibles and MOOPs be separated with a carve out Rx program?

The plans are subject to collective bargaining.

Administratively, the deductibles can be separated, but for purposes of covering the benefit for the covered members, they must remain as bargained.

7 If a bidder would like to revise the original proposal, how should we handle that?

If you provided a proposal that was delivered in time for the original due date, Vernon has not opened any of the proposals received and they are being held for the revised due date of January 27, 2026. You are entitled to revise the original proposal and will provide that revision as follows:

1. Clearly identify the revision and the specific section of the RFP that is being replaced. For example, if the revision is to redefine or replace a question from the RFP, identify the question number and new response. If the revision is to propose new pricing, please clearly define the new pricing parameters and the values or stipulations it is replacing from the original proposal.

2. You are not required to reprint the entire proposal. Only deliver the revisions clearly marked as identified. This package will replace the portions you wish to alter.
