About this file
This is an Addendum No. 1 document containing questions and answers for RFP #2139 issued by the Town and Public Schools of Vernon, Connecticut for 2026 health benefits administrative services. The RFP solicits proposals for administrative services (ASO), pharmacy benefit management (PBM), dental benefits, and stop-loss insurance for a self-funded employee health plan. Bidders are required to submit electronic copies on USB along with a redacted version, and must complete attached Excel workbooks for pricing medical, prescription drug, and dental benefits. The Town has 230 eligible employees and the Board of Education has 640 eligible employees. Pricing should be provided by tier using rate steps of Single = 1, Two party = 2.6, and Family = 3.29. Bidders will not receive a second opportunity to submit questions about plan designs, though Acrisure will follow up with questions about proposals as needed. The incumbent is Cigna for medical coverage and Anthem for dental coverage.
Bidders must not include commissions in their pricing proposals. The Town currently provides a Cigna wellness fund but will not disclose the current value; vendors are asked to propose their own wellness fund options. Bidders must mirror current plan designs as outlined in collective bargaining agreements rather than propose alternative plan designs, though they are encouraged to suggest cost-control services. Dental claims data, prescription drug detail files, updated large claims reports covering July through November 2025, and monthly claims through November 2025 have been provided in the addendum. Plan summaries and member census information are included with the response. Bidders should note that RFP references to 2021 and 2022 data should be understood as 2023 and 2024 data. Detailed provider network information will not be shared by the incumbent to protect network confidentiality.

1. How should the electronic copy be sent? USB or Email?
Provide the electronic copy in the package on a USB.

The redacted copy of your proposal should be an additional electronic copy on the USB.
3. Should there be a separate ASO exhibit that needs to be provided that would be in addition to documents that Anthem Underwriting would normally provide? RFP document notes there may be an attachment. We want to confirm if that is the case or not.
See attached forms that are to be completed. The Excel workbook will provide the format to price the medical, prescription drug, and dental benefits.
4. When can we expect to receive a census with medical enrollment? This will be needed as soon as possible to meet the requested timeline.
The medical census is included with this response and has been provided previously in a separate e-mail.
5. Will an Rx Claim Detail file be provided? Please provide an estimated timeline, currently our Rx underwriters will have to price off of book of business, which is typically less competitive, than when a claim file is provided.
