About this file

This document is a Bidders Questions and Answers response issued by the State of Michigan's Department of Technology, Management & Budget (DTMB), Central Procurement Services, for RFP No. 210000000908 regarding mattress components, dated February 19, 2021. The RFP solicits bids for seven distinct mattress component items with specific fabric and material requirements. Item specifications include various combinations of vinyl/polyester laminates, nylon backings, polyurethane materials, and specialized treatments such as antimicrobial properties, halogen-free and phthalate-free compositions. Bidders must provide ticking material that meets current industry standard testing requirements, including tear strength, breaking strength, hydrostatic, antistatic, and hypoallergenic tests as applicable to each item. Color specifications are defined for each item, ranging from medium green and spruce green to navy blue and black. Roll widths must be 88 inches with the capability to slit to various widths including 5", 29.333", 31", 37", 42", and 54" as specified in delivery orders.

Prior to production commencement, the contractor must submit samples of each product for Michigan Department of Corrections (MDOC) approval, with MDOC retaining discretionary authority to request additional samples or cancel the contract if specifications are not met. While test results documentation may be submitted with the bid proposal, such submission is not mandatory; however, bidders must indicate in the specification checklist whether they accept all requirements with no exceptions or identify any exceptions in writing. Typical properties reports, specification sheets, or similar documentation must accompany every delivery to verify fabric compliance with the enumerated requirements. Samples are not required to be submitted with initial bid proposals.
