This is Amendment #5 to RFP #2027-2000-0046, issued by the State of Alaska Department of Corrections, Division of Health and Rehabilitation Services, soliciting proposals for Substance Use Disorder (SUD) Treatment Services at Wildwood Correctional Center (WCC) in Kenai, Alaska. The amendment provides questions and answers related to the original RFP. The RFP seeks qualified individuals or agencies to provide comprehensive SUD treatment services to the correctional facility. Prospective bidders must register with Mr. Allan Oyao at allan.oyao@alaska.gov upon downloading any attached files to receive subsequent amendments and be added to the vendor list; failure to register may result in a bid being deemed non-responsive.

The amendment does not specify pricing terms, set-asides, contract duration, or funding amounts in the provided excerpt. However, the RFP has been subject to multiple amendments addressing proposal due date changes and questions and answers, indicating an evolving procurement timeline. The State of Alaska complies with Title II of the Americans with Disabilities Act of 1990 and provides auxiliary aids or services to individuals with disabilities participating in this procurement process.

Question & Answer:

Question 1: Amendment #1's answer to our question 2 says we don't need national accreditation, so no timeline is needed. But your Amendment #4 said the 7 AAC 70.030 approval process through DOH DBH can start now, which only makes sense if some approval process is still required. Those two answers don't line up, and we want to make sure we're working from the right one.

Answer: As per the current guidance regarding becoming an approved provider from the Division of Behavioral Health (State of Alaska Department of Health), an offeror must possess, at a minimum, a provisional approval certificate to provide substance use disorder services on behalf of the Department of Corrections. Information regarding the approval of providers of behavioral services can be found at 7 AAC 70.030. Questions regarding approvals should be directed to the Division of Behavioral Health, State of Alaska Department of Health.

Question 2: Can a for-profit staffing agency participate in this RFP and qualify for whatever department approval is required, or is that pathway restricted to nonprofits or political subdivisions?

Answer: Yes, any individual or agency may participate in this RFP. However, the offeror must meet all minimum required experience and qualification criteria outlined in the solicitation. Any questions regarding the approval process should be directed to the Division of Behavioral Health, State of Alaska Department of Health
