About this file

This is Amendment #1 to RFP 2027-2000-0046 issued by the State of Alaska Department of Corrections, Division of Administrative Services, for Substance Use Disorder (SUD) Treatment Services at Wildwood Correctional Center (WCC) in Kenai, Alaska. The amendment was issued on July 20, 2026, and addresses questions and answers from potential offerors regarding program requirements and compliance. The RFP solicits qualified individuals or agencies to provide SUD treatment services under Alaska Statutes 33.30. All other terms and conditions of the original RFP remain unchanged. Offerors must sign and return the first page of the amendment with their proposals, as failure to do so may result in rejection. Interested vendors must register with Procurement Specialist Allan Oyao at allan.oyao@alaska.gov or (907) 269-5910 to receive subsequent amendments and be added to the vendor list.

The amendment clarifies four key requirements through its question-and-answer section. National accreditation is not required; instead, providers must obtain Department Approval Certificates through arrangements with the Department of Corrections under 7 AAC 70.140 rather than pursuing full national accreditation through the Department of Health and Social Services. The accreditation process may begin during the proposal period and does not require a specific timeline. There is no cap on the number of provisional Qualified Addiction Professional (QAP) staff members who can be assigned to the contract simultaneously, provided they hold provisional QAP approval and a department-approved SUD Training Plan. Additionally, the program requires on-site services only; virtual health proposals are not acceptable for this contract opportunity.

Question & Answer:

Question 1: Since this program would be operated for the Department of Corrections under AS 33.30, we understand it may fall under 7 AAC 70.140 rather than the general community behavioral health provider accreditation track in 7 AAC 70.150. Can you confirm whether the Department Approval Certificate for a DOC-operated program is obtained through a memorandum of agreement (or similar arrangement) with DOC, rather than full national accreditation through DOH DBH?

Answer: The offeror does not need to be nationally accredited.

Question 2: Is there a typical timeline for a new offeror to obtain this certificate, and can that process begin during the proposal period, or only after contract award?

Answer: The offeror does not need to be nationally accredited. So, no timeline is needed.

Question 3: For staff who hold provisional QAP approval and a department-approved SUD Training Plan, is there a cap on how many provisional (versus full) QAP staff can be assigned to the contract at one time?

Answer: No cap on provisional QAP staff.

Question 4: Is the DOC interested in virtual health proposals for the services requested, or is the DOC only seeking on-site services?

Answer: This program is for on-site services only.
