About this file

This Addendum #1, issued June 18, 2026, by Kenosha County Department of Human Services provides clarifications to RFP #202603 for supervised visitation services. The RFP seeks a single provider to deliver center-based, community-based, home-based, and virtual supervised visitation services for children in out-of-home care, with proposals due June 30, 2026. Services include facilitating court-ordered contact between children and their biological parents, siblings, and approved family members. The anticipated contract start date is January 1, 2027, with a one-year term and four optional one-year renewals subject to mutual agreement. The provider must secure a dedicated visitation center by January 1st of the contract year, maintain a minimum 1:1 staff-to-client ratio, and accommodate approximately 170-175 annual referrals and 600 monthly visitation hours. Current staffing includes 4-5 FTE, with visitation supervisors preferably holding bachelor's degrees in related fields; however, associate degree holders with 1-2 years of relevant experience are acceptable. Proposers without prior supervised visitation experience are eligible if they have human services, family support, transportation, case coordination, and child and family work experience. Providers may utilize subcontractors with prior written approval from Kenosha County.

The 2026 contract value is $385,574, with scoring weighted 20 points for budget approach and cost effectiveness. Proposers must submit their own hourly rates with the unit of service being one hour, approximately 2.25 hours per scheduled visit on average. Virtual visitation services are reimbursed for actual time spent supervising. No-shows are not billable; only documentation of the no-show is billable. Transportation costs are included in the hourly rate, with approximately 5% of cases requiring transportation services. For-profit agencies may not exceed a 5% profit margin, and administrative costs are capped at 15% of total budget; however, agencies with a federally negotiated indirect cost rate (NICRA) of up to 20% may submit documentation for acceptance. Required insurance includes workers' compensation, commercial general liability, automobile liability, excess umbrella liability, professional liability, and cyber liability if accessing third-party personal information. Proposers must indicate not-to-exceed price increases for three succeeding years and submit budgets using the county's provided Excel template.

Our organization currently holds the Supervised Visitation contract with an established, qualified workforce under existing staffing requirements that does not require a bachelor degree for visitation staff. Four of our seven existing visitation staff hold Associate Degrees, representing a collective 21 years of experience in supervised visitation service delivery. If Children’s Wisconsin was selected for the 2027 contract award, would Kenosha County DHS consider allowing current staff who do not meet the 2027 revised degree requirements to be grandfathered into the new contract in recognition of continuity of care, workforce stability, and proven performance? Or, would there be consideration to revising the staffing requirements to be a bachelor degree preferred or an associate degree with XX years of relevant experience?
