About this file

This is a Cost Proposal Submittal Form for RFP 2026-1600-0270 (CT 1626-033) issued by the State of Alaska, Department of Environmental Conservation, Village Safe Water Program, soliciting engineering design and construction administration services for vacuum sewer system upgrades in Deering, Alaska. The project encompasses two primary tasks: Task 1 involves engineering design and specification development beginning June 30, 2026, and running approximately eight months, while Task 2 covers engineering services during construction and closeout commencing February 2027 and extending approximately twelve months, with final project completion targeted for August 31, 2028. Offerors must submit separate technical and cost proposal documents as PDF files via email to april.akers@alaska.gov by May 5, 2026, at 2:00 PM Alaska Standard Time. The anticipated performance period spans from the award date through May 30, 2027, with quarterly cost submissions required for Q1 (July 1 – September 30, 2026), Q2 (October 1 – December 31, 2026), Q3 (January 1 – March 31, 2027), and the contract end period (April 1 – May 30, 2027).

The total project cost must not exceed $120,000.00, with proposals exceeding this threshold being considered non-responsive and rejected. Phase I (Design and Specification Development) is funded on a Firm Fixed Price basis, while Phase II (Bidding, Contracting Assistance, and Construction Administration) is funded on a Time and Expense basis with fully loaded labor rates to be established in the cost proposal. The estimated contract award value ranges from $250,000 to $500,000, and the procurement includes a five-point preference for offerors claiming MBE/WBE status, though no explicit set-asides are designated. The project manager must be a licensed professional engineer in Alaska with minimum five years of project management and design experience as a PE, including prior construction administration experience. Professional Liability Insurance with minimum limits of $500,000 per occurrence and annual aggregate is required. This is a federally funded procurement, and the State reserves the right to conduct discussions with selected offerors and request Best and Final Offers before contract award.

The purpose of the cost proposal format below is to allow Offerors to submit pricing in a consistent manner that the State can evaluate and score. The State has provided a quarterly format to correlate costs with the anticipated budget. These estimates are not a guarantee of services or payment; payment will be made under the contract for actual services provided.
Proposals will be evaluated on the Total Project Cost. Total Project Cost in excess of $120,000.00, per Sec 1.02, will cause the proposal to be considered non-responsive and rejected.
