BACKGROUND
The West Creek Fire-Rescue Station is necessary to address explosive growth in the eastern end of the County. Countywide there are currently six (6) active Fire-Rescue Stations, and Fire-Rescue Station 8 - Sandy Hook with anticipated construction to begin fall 2025. The east end served primarily by Companies 1 (Manakin) and 3 (Centerville). Eastern Goochland has already seen and anticipates significant growth along the State Route 288 corridor over the next several years, both residential and commercial, including several congregate care facilities. Residential growth alone is projected to generate over 1,000 additional Fire-Rescue 911 calls in the eastern end of Goochland. Annual call volumes are already rapidly increasing, and the additional Fire-Rescue resources are necessary to continue to meet response time standards and provide for the number of emergency responders to

mitigate fire and medical emergencies safely and effectively. The station will be fully staffed 24/7 by career personnel, supplemented by volunteers when available, equipped with both fire suppression apparatus and an ambulance. The station location in the vicinity of the Hockett Road and Tuckahoe Creek Parkway intersection allows for road connectivity in all directions, while continuing to address response in the 1/3/5-mile radius. The West Creek Fire-Rescue station will be the third County built fire station added to the original six volunteer station locations established in the 1950s and early 1960s.
Goochland County The County encompasses an area of approximately 295 square miles and is strategically located in Central Virginia, just 15 miles west of the State Capitol of Richmond, 30 miles east of Charlottesville and 105 miles south of Washington, D.C. It is within the Richmond Metropolitan Statistical Area (MSA). The County’s estimated population is 25,488.
Goochland County Fire and Rescue Goochland County Department of Fire-Rescue & Emergency Services is a premier, all-hazard, combination Fire-Rescue Department that provides both emergency and non-emergency services to the residents, businesses, and visitors of Goochland County. The inability of Offeror to satisfy a “must” or “shall” requirement does not automatically remove Offeror from consideration;
however, it may seriously affect the overall rating of Offeror’s proposal.

Offeror is asked, as part of its submission, to describe any planned use of such businesses in fulfilling the requirement of this Request for Proposals.
14. Ethics in Public Contracting. This RFP incorporates by reference any applicable state or federal law related to ethics, conflicts of interest, or bribery, including the Virginia Conflict of Interests Act, the Virginia Governmental Frauds Act, and the Virginia Code.
Offeror certifies that its offer is made without collusion or fraud and that it has not offered or received any kickbacks or inducements from any other offeror, supplier, manufacturer, or subcontractor in connection with this solicitation, and that it has not conferred on any public employee having official responsibility for this solicitation any payment, load, subscription, advance, deposit of money, services, or anything of more than nominal value, present or promised, unless consideration of substantially equal or greater value was exchanged. At the discussion stage, the county may discuss nonbinding estimates of total project costs, including, but not limited to, life-cycle costing, and where appropriate, nonbinding estimates of prices for services. Proprietary information from competing offerors shall not be disclosed to the public or to competitors. At the conclusion of discussion, outlined in this subdivision, on the basis of evaluation factors published in the request for proposal and all information developed in the selection process to this point, the county shall select in the order of preference two (2) or more offerors whose professional qualifications and proposed services are deemed the most meritorious. Negotiations shall then be conducted, beginning with the offeror ranked first. If a contract satisfactory and advantageous to the county can be negotiated at a price considered fair and reasonable, the award shall be made to that offeror. Otherwise, negotiations with the offeror ranked first shall be formally terminated and negotiations conducted with the offeror ranked second, and so on until such a contract can be negotiated at a fair and reasonable price. Should the county determine in writing and in its sole discretion that only one (1) offeror is fully qualified, or that one (1) offeror is clearly more highly qualified and suitable than the others under consideration, a contract may be negotiated and awarded to that offeror.
