RFP 202509135 Selection Package Summary
This is a Request for Proposals (RFP) selection package and evaluation documentation issued by the State of Maine Department of Agriculture, Conservation & Forestry (DACF) for consultant services to design and administer the Maine Natural Resources Disaster Relief Assistance (NRDRA) program. The RFP sought a single consultant to provide comprehensive program management including establishing eligibility parameters, developing loss calculation methodologies, creating application documents and processes, implementing outreach and communications plans, providing technical assistance to producers, reviewing and vetting applications, validating documentation, calculating loss payments, and coordinating with state and federal agencies. The contract period runs from December 15, 2025, through October 31, 2027, with potential extensions through October 31, 2029. Proposal submissions were due by November 17, 2025, and the evaluation team completed assessments by early December 2025. The evaluation was conducted by three evaluators from DACF using a 100-point scoring system: 50 points for organizational qualifications and experience, 25 points for proposed services, and 25 points for cost proposal.
The evaluation resulted in a conditional award to Beck Disaster Recovery, which scored 88.24 out of 100 points based on direct experience with disaster relief programs, successful execution of similar grants in other states, a detailed and methodical work plan, and a cost proposal of $646,890.00 (the fourth-lowest submitted cost). Ten other bidders were evaluated, with scores ranging from 47.03 to 82.25 points. The contract will utilize approximately $60 million in federal funding from the Disaster Relief Supplemental Appropriations Act, 2025, distributed as block grants by the Farm Service Agency to support agricultural producers, including farmers, foresters, and aquaculture producers, who experienced weather-related losses in 2023 and 2024. No incumbent vendor was identified, and the procurement represents a one-time program with the possibility of two additional one-year renewals.
