RFP 202503052 Selection Package Summary
This is a Request for Proposals (RFP) selection package issued by the State of Maine Department of Environmental Protection for establishing a Pre-Qualified Vendor List (PQVL) for Natural Resource Damage Assessment and Restoration (NRDAR) services. The solicitation sought vendors capable of providing comprehensive environmental assessment and restoration support across five service categories: Wetlands Specialization, Injury Determination, Restoration Specialization, NRDAR Expertise, and NRDAR Injury Calculations. The RFP evaluation was conducted by a three-member team from the Department of Environmental Protection (Butch Bowie, Ben Godfrey, and Jaimie Hoover) using a consensus evaluation methodology. The proposal submission deadline was October 28, 2025, with team evaluations completed on November 6, 18, 19, and 20, 2025. The contract term extends from January 1, 2026 through December 1, 2031, with vendors eligible for semi-annual enrollment and participation in mini-bid processes for specific NRDAR projects. Three vendors were conditionally awarded positions on the PQVL: Biodiversity Research Institute, Industrial Economics Inc., and Verdantas LLC.
The evaluation utilized a 100-point scoring system distributed across Organization Qualifications and Experience (40 points), Proposed Services (30 points), and Cost Proposal (30 points). Industrial Economics Inc. received a perfect score of 100 points with the lowest cost proposal of $24,868, which served as the baseline for pro-rated cost scoring. Biodiversity Research Institute achieved 80.32 points with a cost proposal of $72,272, while Verdantas LLC scored 74.91 points with a cost proposal of $50,031. Key evaluation factors included demonstrated NRDA experience, staff qualifications and certifications, geographic presence in Maine and New England, organizational stability, litigation history, and proposed service comprehensiveness. Industrial Economics Inc. and Biodiversity Research Institute both received full marks for Qualifications and Experience and Proposed Services, while Verdantas LLC received reduced marks in Qualifications due to the absence of previous Maine projects and an extensive litigation history of 20 cases within the past five years (7 open, 13 closed).

1. Purpose Through the subject Request for Proposals (RFP), the Department sought proposals to be considered for inclusion in a Pre-Qualified Vendor List (PQVL) to assist the Department and other State Trustee agencies in Natural Resource Damage Assessments and Restoration (NRDAR).
2. Evaluation Process An evaluation team was composed of three evaluators from the Department of Environment Protection (DEP). The evaluation team determined the eligibility of each Bidder, performed individual evaluations of each eligible proposal and recorded individual notes, then met as a team to apply the consensus method for recording the team notes and assigning scores to each proposal for Qualifications and Experience and the Proposed Services sections. Cost was scored using a mathematical formula.
