About this file
This is an Award Notification Letter issued by the State of Maine Department of Environmental Protection announcing conditional contract awards under RFP #202503052 for Natural Resource Damage Assessment and Restoration (NRDAR) Pre-Qualified Vendor List services. The Department has conditionally awarded contracts to three vendors: Industrial Economics Inc. (Cambridge, MA), Biodiversity Research Institute (Portland, ME), and National EC Services Inc. (Wilmington, DE), all selected for Category 1 - NRDAR services based on the highest evaluation team rankings. The original RFP had a proposal submission deadline of October 28, 2025, and the resulting contract term spans from January 1, 2026 through December 1, 2031. The Department utilized a 100-point evaluation methodology assessing Organization Qualifications and Experience (40 points), Proposed Services (30 points), and Cost Proposal (30 points), with the cost proposal scored using a mathematical formula awarding the lowest bid 25 points with proportional reductions for higher-cost submissions.
The conditional awards are subject to final approval by the State Procurement Review Committee, successful contract negotiation with acceptable terms and conditions, and execution of written contracts. The Department reserves the right to cancel the Notice of Conditional Contract Award at any time prior to contract execution. All proposal submissions are considered public records available for inspection under the Maine Freedom of Access Act. Vendors receiving conditional awards may be invited to participate in future NRDAR project mini-bid processes throughout the contract period. Any person aggrieved by the award decision may request an appeal hearing with the Director of the Bureau of General Services within 15 days of notification, as provided under 5 M.R.S. § 1825-E(2) and the applicable Rules of the Department of Administrative and Financial Services.
