About this file
This document is a Response to Clarifying Questions #1 for CareOregon's Request for Proposals (RFP #2025-01) for a Conversation Intelligence Tool. The RFP seeks a sophisticated AI-powered solution to evaluate contact center calls, with key performance indicators including improved Average Handle Time, enhanced HIPAA compliance, and better employee experience. The document reveals CareOregon's current call volume of approximately 625,000-700,000 calls annually, with an average handle time of 12 minutes. The tool will integrate with NICE CXone and must support machine-readable data exchange, prioritizing automated scoring, AI-assisted system documentation, training simulation, and agent assistance.
CareOregon has allocated an initial investment budget of $200,000 for 2025, with a focus on addressing current call quality assurance limitations such as limited sentiment analysis and manual monitoring. The organization emphasizes robust data security, requiring compliance with Protected Health Information (PHI) safeguards and secure data transfer protocols. While the current RFP does not include integration with additional systems like QNXT (Cognizant), CareOregon expresses future interest in expanding system capabilities. The document indicates a strategic approach to implementing conversational intelligence technology, with a clear emphasis on improving operational efficiency, regulatory compliance, and overall contact center performance.

REQUEST FOR PROPOSALS #2025-01
Conversation Intelligence Tool
RESPONSE TO CLARIFYING QUESTIONS #1
April 10, 2025
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. What are the top 1-2 key performance indicators (KPIs) or business outcomes CareOregon prioritizes for this tool (e.g., improved member satisfaction, reduced handle time, compliance audit efficiency)?
Answer: The top three KPIs for this project are improved Average Handle Time (“AHT”) (specifically, lower after call work time), improved compliance with HIPAA and other regulatory policies, and improved employee experience/satisfaction.
2. Beyond NICE CXone, what are the critical systems for day-one integration, and what data exchange/workflows should these integrations support (e.g., automated case creation, data sync)?
Answer: There are no other critical systems beyond the NICE CXone system that require integration for the initial project. Generally, we would expect the conversational intelligence tool to be able to exchange survey data, responses, and findings in machine readable format with CareOregon. The tool and any related platform must comply with CareOregon’s data security policies, including safeguards for Protected Health Information (“PHI”) and collaboration with CareOregon’s information systems teams to efficiently transfer member data via secure protocols.
CareOregon would also be interested in future capabilities re integration with QNXT (Cognizant), however that is not part of the scope of this project.
3. What are the key limitations/challenges of current call QA, coaching, and compliance monitoring that this solution should address?
Answer: The key limitations of our current call QA include limited sentiment analysis, limited reporting capabilities (especially for ad hoc or customized reporting), and that most monitoring is manual.
4. Beyond RFP-stated AI functionality, what's CareOregon's preferred AI implementation approach (e.g., automated scoring/coaching vs. AI-assisted human QA via call prioritization)?
Answer: In order: automated scoring, AI-assisted system documentation, training simulation, and agent assistance.

5. Could you provide a general budgetary guideline or target investment range for this project?
This information would be used solely to inform our solution design and proposal structure.
Answer: CareOregon has an approved initial investment budget of approximately $200,000 for 2025.
6. Are you able to share when CareOregon’s current contract with NICE is set to expire?
Also, is there any scenario in which the agent licenses currently tied to NICE might be up for consideration or available as part of this RFP?
Answer: This is out of the scope of the current RFP.
7. What are CareOregon’s Current Volumes i.e. Interactions/ Usage/ Traffic?
Answer: CareOregon’s current call volume is approximately 625,000 calls with an AHT of ~12 minutes
8. What are CareOregon’s Estimated Volumes i.e. Interactions/Usage/Traffic?
Answer: CareOregon current estimated call volume is approximately 700,000 calls with an AHT of ~12 minutes.
9. Is the Budget Approved to implement the AI Solutions?
Answer: See response to Question #5 above.
