SECTION 3 - INTRODUCTION
3.0 INTENT
The State of Florida Department of Education (hereinafter referred to as the "Department") is soliciting written Proposals from qualified Proposers to establish a term contract of which the term is anticipated to begin upon execution of the contract and be effective for thirty-six (36) months thereafter. Award may be made to the responsible and responsive vendor(s) that the Commissioner of Education determines will provide what is most advantageous to the state, taking into consideration price and other criteria set forth in this document.
The resulting contract may be renewed for up to three (3) one-year terms, see Form PUR 1000 for renewal requirements.
3.1 PURPOSE
The purpose of this Request for Proposal (RFP) is to engage full-service communications, outreach, and public relations firms capable of entering into a contractual agreement with the Department to provide strategic, tailored, and customer-focused collaborative outreach, recruitment, and public information services.
The Contractor will be responsible for enhancing public awareness and facilitating increased recruitment into various education programs, including career and technical education programs, adult general education programs, and high school diploma preparatory programs. Additionally, the collaboration seeks to strengthen public and stakeholder education, fostering robust partnerships among workforce, education, and community entities.
Aligned with the Department’s guidelines mandating periodic evaluation of external contractor services, the Department seeks to establish a contract with the option for three annual renewals. The specific contract period will be determined by the Department.
Under the leadership of Governor Ron DeSantis, the Department is focused on meeting the evolving needs of the state's workforce system. This necessitates increased strategic collaboration with various stakeholders, including public school districts, district technical colleges and centers, the entire Florida College System, businesses, and other entities prioritizing talent development and workforce quality.
The Contractor will play a crucial role in supporting the Department's ongoing implementation of Workforce Innovation Act (WIOA) Title II and Perkins V State Plan. Emphasis will be placed on the workforce system's role in assisting students and adult learners in enrolling in high-quality career and technical education (CTE) programs, integrated education and training programs, and adult basic skills and high school equivalency coursework.
Furthermore, the Contractor will deliver on-demand services, encompassing graphic design, outreach and recruitment, media engagement, video production, web/interactive development, printing, copywriting, collateral development, and the creation of ad hoc outreach plans and strategic communications. These creative services will be provided as needed by the Department under the direction of the Contractor.
3.2 BACKGROUND
The Florida Department of Education’s Division of Career and Adult Education (hereinafter referred to as the “Division”) plays a pivotal role in shaping the future of Florida's workforce. Our efforts align with the broader goals of the state, emphasizing the importance of workforce education in driving economic growth and individual prosperity.
RFP 2024-71 Florida’s Workforce Education Initiative- GET THERE - Page 7
The Department demonstrates a commitment to the continued implementation of WIOA Title II and Perkins V State Plan. Perkins V prioritizes academic knowledge and technical and employability skills of secondary education students and postsecondary education students who elect to enroll in CTE programs and programs of study across Florida school districts, technical centers/colleges, and Florida College System institutions.
Combined with the directives of Executive Order 19-31, the WIOA Unified Plan and Perkins V State Plan aim to strengthen Florida’s workforce education in support of the Governor’s vision for Florida to be the No. 1 state in the nation for workforce education by 2030. Combined, these efforts can be a force for economic, personal and professional transformation.

6.1 DELIVERABLES
DELIVERABLE 1
Integrated Communications Planning, Implementation and Contract Services Support —Encompasses project and contract management as the Contractor plans and coordinates with the Division to deliver ongoing support to execute the strategies and tactics outlined in the communications plan. This plan serves as the roadmap for outreach and engagement to address the Division’s communications needs and opportunities that advances the workforce education priorities of the Governor.
The communications plan will encompass both proactive and reactive public and stakeholder outreach as well as advertising services to elevate awareness of workforce and adult education opportunities across the State. This deliverable also encompasses strategic discussions and planning involved in adjusting or pivoting to meet new or emerging communications priorities and needs as identified by the Division.
DELIVERABLE 2
The Division’s Key Initiatives Outreach — This deliverable provides for the creation of outreach campaigns and other communications tools and resources for audiences outlined in WIOA Title II and Perkins V State Plan.
The resulting campaigns, tools and resources will strengthen alignment among the Division and the technical colleges, Florida College System and partners to help drive enrollment — through communications support — to ensure students and adult learners are aware of the opportunities and services and can connect to training and career pathways.
The Contractor will ensure messaging and outreach connects with these critical audiences to raise awareness and use of available training services with an emphasis on campaigns that connect Floridians with barriers to employment, particularly those with barriers defined in WIOA and Perkins V.
This deliverable will cover costs associated with development, design and execution of comprehensive outreach and engagement strategies and plans to key customer groups and other stakeholders and will demonstrate measurable outcomes.
DELIVERABLE 3

Advertising/Media Buying — There remains a demand and need in a state as large as Florida to continue to directly invest in finding creative and effective ways to meet customers where they are to educate them about workforce and adult education opportunities available through our education system.
Paid advertising outreach allows the Division to use advertising and media placements to drive awareness through impressions and reach that lead to conversations and actions by targeted audiences to engage directly with institutions across Florida.
Thus, an important component of the resulting contract is the provision of technical assistance and counsel to facilitate and optimize placement recommendations to meet the requirements and intent of WIOA Title II, Perkins V State Plan and the Department’s objectives and budget; and media buying services to better leverage the outreach investment through the Contractor’s relationship with media outlets.
This deliverable covers the hard/direct costs of placements that may be made across multiple mediums, including, but not limited to, digital platforms, print, websites, radio, television, outdoor and transportation displays, and direct marketing. It includes advertising buys for in-state and, when appropriate, national placements and digital advertising buys in support of increasing awareness and enrollment in workforce and adult education programs across the State. The Contractor will provide detailed reports, including summaries, outlining the outcomes of this investment as campaigns using these funds are completed. The Contractor agrees that the costs associated with this deliverable will contain no commission or mark-up fees.
The Contractor’s purchase of advertising outreach on behalf of the Department is subject to approval by the Director of Outreach and Recruitment, and when appropriate based on the cost such as with major media buys, from the Chancellor of Career and Adult Education.
DELIVERABLE 5
Events and Partnerships — Partnerships that enhance engagement and outreach efforts help to strengthen the reach of the Division — cultivating a greater alignment among workforce development associations, business and industry, community development and economic development partners across Florida.
The Contractor, at the direction of the Division, will develop and manage an annual partnership plan for supporting organizations and participating in events that further amplify workforce and adult education messaging, programs, resources and priorities. The plan will result in negotiated partnership agreements managed by the Contractor to adhere to all timelines related to the associated scope and delivery of outreach materials and other deliverables and coordinate receipt of proof of performance.
DELIVERABLE 6
Website Enhancement and Ongoing Management — Strategic website enhancement and meticulous ongoing management are paramount for the sustained success of the Division. Tasked by the Department, the Contractor will spearhead the development and execution of an annual plan dedicated to refining and optimizing our website.
This plan involves a comprehensive approach to website enhancement, ensuring its alignment with evolving priorities and industry standards.
The Contractor’s responsibilities extend to seamless ongoing management, encompassing routine maintenance, security updates, and dynamic content additions or modifications. Timely execution of these tasks will be instrumental in guaranteeing the website’s optimal functionality. The Contractor will play a key role in coordinating all aspects of website enhancement and ongoing management, facilitating a smooth and efficient process that aligns with our digital objectives.
