About this file
This document is a response to clarifying questions regarding Request for Proposals (RFP) #2024-07 for Shelter Operations and Case Management Services at Clackamas Village, issued by Clackamas County, Oregon. The RFP seeks proposals from agencies to provide services commensurate with meeting the needs of the homeless adult population at the Clackamas Village, as described in the Scope of Work. The RFP does not require proposers to be qualified through a previous RFPQ process, and there is no site plan available as the Village construction is still in procurement. The services to be provided include on-site food provision given the limited local food options, and the program is intended to serve all homeless adults in Clackamas County. Proposers have until February 22nd to submit additional questions, and the County anticipates a construction timeline of less than 10-12 months once a provider is selected.
The RFP requests references from proposers, with at least one client engagement within the last 36 months. There is no limit to the number of references that can be provided. The RFP is a local government contract opportunity in Clackamas County, Oregon, with the Housing & Community Development Division of the Health, Housing, and Human Services Department serving as the issuing agency. Proposals are due by February 29, 2024.

REQUEST FOR PROPOSALS #2024-07
SHELTER OPERATIONS AND CASE MANAGEMENT SERVICES, CLACKAMAS VILLAGE
RESPONSE TO CLARIFYING QUESTIONS
February 15.2024
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. First bullet point in the slide presentation stated under Proposal Considerations that applicants needed to have qualified in the Tri-County RFPQ.
Answer: That information was not accurate. Proposers applying do not need to satisfy that criteria. This is a request for proposals, so it is open to agencies that have the ability and demonstrate that ability to provide these services regardless of whether they are qualified through the RFPQ. Please disregard that bullet point in the slide presentation.
2. Do you have a site plan to share?
Answer: There is a concurrent RFP for the construction of the Village. Any rendering of the site will be dependent on the conclusion of that RFP and plans may change.
3. The RFP says referrals will be from CHA, and I was wondering which population will be served.
Answer: Services provided at the village should be commensurate to meeting the needs of the population of houseless adults described in the scope of work, Section 3.4 of the RFP. All proposals shall incorporate and adhere to all applicable guiding principles and expectations set forth in Section 3.3 of the RFP.
4. Seeing that the Village will have a communal space, will the services to be provided include provision of food and meals, working with individuals who have SNAP benefits, etc.?
Answer: For context, the site is at the end of a road off of an industrial and commercial thoroughfare. There are not a lot of local businesses within walking distance. There are no local groceries or fast food restaurants in the neighborhood transportation is somehow limited.
However the Village will have a communal kitchen. Given the context of the location and the fact that there will be communal facilities for food preparation, the answer would be yes to on-site food provision. For budget considerations this is the context that applicants should have in mind and the provider would likely be involved in the procurement and coordination of those resources as a part of operations.
5. Do we know what population is going to be served?
Answer: In the County RFP solicitation, we haven't articulated any sort of subpopulation delimitation. That doesn't preclude a provider from proposing to serve a subpopulation. But what we're looking for is a program that would serve adults experiencing homelessness in Clackamas County.
6. There is a period of questions that providers either on this call or not on this call can submit? Is there a window and then we can create a FAQ? Is that possible?
Answer: Yes, and providers have until 5:00 PM on the 22nd of February to submit questions in writing whether they are on this call (meeting) or not on this call.
7. Are you expecting a specific time for the duration of the buildup project?
Answer: There are some preliminary timelines, but we do have an RFP for the building that is not finalized yet and we have not yet selected a provider. The architects and designers that we have been partnering with on this project envisioned a pre-manufactured approach, which would help shorten the timeline. Some of the contract work and the construction work may be off-site and then on-site. We are hoping for a swifter timeline. But we must wait for the procurement to go through. Other projects of this scale and magnitude, we would hope, once the provider is selected, would be a less than 10 to 12 months window.
8. The section in the RFP asking for references. Are you looking for references from folks that we’ve worked with, who partnered with us in this work effectively? Like food providers that we’ve worked with. What type of references do you want? Is there a limit to the number of partners?
Answer: There is not a limit to the number of references that you can submit. The only thing that we request is that there are three of them and that one of them be a client that has been engaged in services within the last 36 months.
