About this file
This document is a response to clarifying questions regarding Request for Proposals (RFP) #2022-02 for In-Home Support and Companionship issued by CareOregon, Inc., a healthcare organization in Oregon. The RFP is seeking proposals for providing in-home support and companionship services to CareOregon's Medicare Advantage (CareOregon Advantage) and dual-eligible (Medicare and Medicaid) members. The RFP does not have a page limit for appendices, but requests proposals to be 50 pages or less. CareOregon serves all zip codes in six counties and has approximately 15,000 Medicare Advantage members by the end of 2022. This is a new benefit, so the expected utilization rate is unknown. The RFP does not require financial statements, but asks for a written statement of the proposer's organizational financial health. CareOregon currently offers members access to a web-based portal and the successful proposer may be allowed to integrate their own secure online system.
Regarding pricing, the RFP does not indicate any set-asides or incumbent providers. CareOregon states this is a new benefit, so current utilization data is limited. The RFP does not specify funding requirements or sources. Proposers are asked to provide customer service and technological capabilities to support the in-home support and companionship services.

IN-HOME SUPPORT AND COMPANIONSHIP
RESPONSE TO CLARIFYING QUESTIONS #1
MARCH 22, 2022
Note that these are questions submitted by interested firms to the above referenced solicitation.
The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. Do Appendices to the RFP count as part of the 20-page limit or are they in addition to the 20 pages? What is the maximum number of appendices (ex. samples of our current materials) that can be added?
Answer: Appendices do not count towards the total page limit, however, please keep the total number of pages to 50 or less.
2. Do you serve all zip codes in each of the six counties?
Answer: Yes.
3. Please clarify the populations of each plan and the number of members for each:
a. Dual Special Needs Medicare Advantage Plan (DSNP) - Medicare & Medicaid?
b. CareOregon Advantage (COA) - Medicaid Only?
Answer: Our entire Medicare membership are enrolled in CareOregon Advantage (COA) are dual eligible. This means they have both Medicare and Medicaid.
4. If COA is a Medicaid only plan, would you consider splitting the contract among providers who serve targeted populations (eg. age, culturally specific, mental health)?
Answer: Not applicable.
5. Do you have a Medicare Advantage only plan? If so, how many subscribers are there, and do you anticipate offering this program to that group?
Answer: Yes; Approximately 15,000 by the end of 2022.
6. What is the expected utilization rate of this program/number of subscribers?
Answer: Unknown as this is a new benefit
7. What are the demographics of the client base currently served by each plan (age, ethnicity, gender, other)? Are there additional demographics you wish to reach.
Answer: We do not have that data currently, but after contract award, we would gather this information.

8. What Medicare Advantage benefits can members currently access? What is the current utilization rate of those services?
Answer:
2021 Average Annual Utilization Rate
• Over-the-Counter/Healthy Foods 61.2%
• Meal Delivery after In-patient stay 28%
• Silver and Fit Healthy Aging ~4.6%
9. How do you define nutritional assistance?
Answer: Please clarify question, we do not understand the context.
10. After a member’s benefit has been exhausted, is there opportunity for the client to purchase additional services?
Answer: No.
11. Do you have a referral method in place, or would you prefer the contractor use their own referral systems?
Answer: This is a new benefit, so this is to be determined after contract award.
12. Re 5.2, 7: Is a current balance sheet sufficient, or is there other documentation you would like to see to demonstrate financially stability?
Answer: Financial Statements are not required; however, a written statement of your organizational financial health is required.
13. Does CareOregon Advantage (COA) currently utilize a secure, online system to connect and coordinate a client’s services and outside providers (such as UniteUs or MyChart)?
Will the successful applicant be allowed to access this system?
Answer: We currently offer members access to a web-based portal with limited self-service capabilities. Additionally, most of our supplemental benefit vendors allow members access to self-serve web portals, smartphone applications, and/or live customer service all maintained and operated by the vendor. (Teledoc, Silver and Fit, VSP, OTC, etc.). Does the proposer have a secure online system and/or customer service lines; does it have the capability to integrate; and, what does that look like?
14. Re 5.3, 14: Since this is the first time we are providing this service to a health plan entity, what would be acceptable alternatives for references?
Answer: A customer service center to assist patients or customers or smartphone application “may” be an alternative example. Some vendors have assigned dedicated account reps: for initial and annual training/implementation, to resolve technical/member issues, provide marketing/member engagement support and address various plan concerns.
