About this file
This document is a response to clarifying questions for RFP 2021-08 Behavioral Health Plan Cost Study, issued by CareOregon, which provides physical and behavioral health benefits for the Jackson Care Connect and Columbia Pacific Coordinated Care Organizations (CCOs) in Oregon.
The RFP seeks proposals to perform a cost study of providing various behavioral health services within CareOregon's CCO networks. CareOregon will provide deidentified claims and payment data, and expects providers to engage and supply financial data on salary, operations costs, and revenue. CareOregon has already identified 8-12 providers in each of the three CCOs to participate in the study, though there may be changes based on provider willingness or capacity. CareOregon utilizes various payment methodologies, including case rates and individual capitated amounts, across its three regions and provider types.

REQUEST FOR PROPOSALS #2021-08
BEHAVIORAL HEALTH PLAN COST STUDY
RESPONSE TO CLARIFYING QUESTIONS
January 5, 2022
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. How will success be measured for this scope of work?
Answer: Success will be measured by the prospective firm’s completion of a cost study for identified behavioral health services in the desired timeframe.
2. Who from CareOregon will be the executive sponsor?
Answer: Jill Archer, VP of Behavioral Health
3. Are there any standing/scheduled meetings we should build into the work plan and overall timeline?
Answer: At the moment there are no standing or scheduled meetings specific to the work that will be started. Once a firm is selected, scheduling and frequency of meetings will occur.
4. Why type of data will be available on both a historical and projected basis (e.g., billing/claims data, general ledger information, staffing data)?
Answer: Deidentified data on claims and payment amounts can be made available and provided from CareOregon. It is our expectation that providers will engage and supply financial data in relation to salary, operations costs, and revenue.
5. What kind of relationship does CareOregon have with the CCOs that would support sharing the type of data required for this analysis?
Answer: CareOregon fully administers all physical and behavioral health benefits for Jackson Care Connect & Columbia Pacific CCOs. Both are considered part of the CareOregon Family.
CareOregon also participates as a participating partner in Health Share of Oregon administering all behavioral health benefits.
6. How have specific provider types been selected to participate in the survey?
Answer: Provider types that are identified for participation in the survey are based on the range of behavioral health providers that are eligible to provide covered services for CareOregon’s behavioral health program.
7. Are you able to disclose general characteristics, such as the average size and affiliation, of the identified provider types?
Answer: CareOregon will be able to supply general and known characteristics of the organizations, they should be able to provide details to you as well.
8. The Scope of Work mentions that CareOregon expects to include 8-12 providers in each of the three CCOs in the analysis. Does CareOregon anticipate selecting these providers independently before the Contract start? Or is the selection of key providers included in the anticipated scope of work for the contractor?

Answer: CareOregon has already identified these providers. There could be some potential changes to the list of included providers based on provider willingness or capacity to participate. Selection of these key providers would not be part of the anticipated scope of work.
9. Does CareOregon have value-based contracts or other incentive/funding mechanisms outside of FFS reimbursement with the providers within their CCOs? If so, are their separate measures and incentive payments for behavioral services, medical services, etc. or aggregate measures based on overall performance and total cost of care?
Answer: CareOregon has different payment methodologies for its three regions and with provider types. Examples are case rates in the Metro (Multnomah, Clackamas, Washington counties) area, and individual capitated amounts based on a member’s level of care.
10. Will CareOregon provide behavioral health claims data for the contractor to perform a programmatic review of unit cost prior to deep dives with individual providers?
Answer: Yes, CareOregon can provide deidentified data on behavioral health claims.
