About this file
This document contains the responses to clarifying questions for Request for Proposals (RFP) #2021-08 Behavioral Health Plan Cost Study issued by CareOregon, a Coordinated Care Organization (CCO) in Oregon. The RFP seeks proposals to perform a study on the costs associated with providing various behavioral health services within CareOregon's networks. The intent is to develop a consistent Medicaid rate structure that would be applicable across multiple providers. CareOregon expects the analysis to provide total cost estimates per service or per staff type, using an average or range approach rather than individual provider rates. The budget for this project is estimated to be between $150,000 and $200,000.
Proposals are subject to a 25-page limit, excluding the cover page, table of contents, cover letter, and proposal certification form. CareOregon does not expect any travel to be required for this project, as they are currently working fully remotely. The RFP covers services provided in Multnomah County and the City of Portland, Oregon.

REQUEST FOR PROPOSALS #2021-08
BEHAVIORAL HEALTH PLAN COST STUDY
RESPONSE TO CLARIFYING QUESTIONS
December 20, 2021
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. You ask for an analysis by provider: "Provide CareOregon with analysis on each provider." Can you confirm that it is analysis of total cost of care for each provider and the bullets above by provider?
Answer: The intent is to have a total cost per service or per staff type that reflects the estimated expense for that service. That estimate will be used to develop a single payment rate across multiple providers. Different cost structures for different providers will result in a range of estimates. We would expect raw data and responses for providers you work with to be included in the report (or an appendix), but that an average, range, or other summary approach would be used to aggregate the results by service and/or staff type.
We would not want a report that identified a different rate for each different provider based on their unique cost structure. The intent is to ultimately have a consistent rate structure that would be applicable across multiple providers.
2. Do you want total cost of care for only Medicaid services or are you interested in total cost of care including non-Medicaid funding?
Answer: The intent is to develop a consistent rate structure for the Medicaid line-of-business. To the extent that Medicaid rates are subsidized by other lines of business we would be interested in understanding the full cost of services.
3. Please provide your estimated budget or budget limit for this project.
Answer: We are anticipating a $150K - $200K estimated budget for this project.
4. Please confirm the following are excluded from the 25-page limit: cover page, table of contents, cover letter, and proposal certification form. Can an appendix with a prior work product be included with the proposal but excluded from the 25-page limit?
Answer: Yes, the items listed above can be excluded from the 25-page limit as can a prior work product.
5. How will EDI efforts be evaluated if there are no subs/partners included?
Answer: The primary means by which EDI will be evaluated is based on the responses to the questions in the EDI section and the responses to the questions around work experience with culturally specific providers.
6. Does CareOregon expect any travel to be required for this project (e.g., for an in-person kickoff meeting or for a project closeout or summary presentation)?
Answer: No, we are currently working fully remote where available, we would not expect any travel to be required.
