About this file

This document is a set of clarifying questions and responses related to Request for Proposals (RFP) #2021-08 for a Behavioral Health Plan Cost Study issued by CareOregon, a Coordinated Care Organization serving the Oregon markets of Multnomah County and the city of Portland. The RFP seeks proposals to perform a study of the costs associated with providing various behavioral health services within CareOregon's networks. The clarifying questions cover details such as the format of the mid-project review, the contents of the final report, and a preliminary list of services for which unit costs should be developed.

The RFP specifies that the final report or appendices should include all information resulting from the Scope of Work, and indicates that the exact format of the deliverables would be discussed further once the project is awarded. The preliminary list of services provided as an attachment is meant to assist respondents in preparing their proposals, but the organization anticipates some changes or edits to this list.

BEHAVIORAL HEALTH PLAN COST STUDY

RESPONSE TO CLARIFYING QUESTIONS

January 3, 2022

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.

1. Is the mid-project review envisioned as a presentation or a document?

Answer: A document would be sufficient, but a presentation would be preferred for the mid-project review.

2. The deliverables do not include what should be included in the final report (e.g., unit cost by service). Should the final report include all information resulting from the Scope of Work?

Answer: The final report (or appendices) should include all information resulting form the Scope of Work. We anticipate that the exact format of the deliverables would be discussed in further detail once the project is awarded.

3. The number of services that are being requested to develop unit costs materially impacts timing and budget. Can you provide a list of services for which until cost should be developed?

Answer: Please find attached the list of services for which unit costs should be developed. Please consider this a preliminary list that has been prepared to assist with responding to the RFP, we anticipate there will be some changes/edits, but this should provide an overview of the project scope.
