About this file

This document is Addendum No. 1 for RFP-2019-0518, issued by the City of Casselberry Procurement Division in Florida, regarding a purchase and trade-in of a golf cart fleet. The City is seeking proposals to lease 60 new gasoline model year golf carts for a five-year term, with the option to purchase the existing fleet for a trade-in credit. The solicitation seeks proposals from manufacturers and distributors, with a proposal submission deadline of July 16, 2019 at 2:00 P.M. local time. The addendum addresses nine specific questions from potential bidders, clarifying requirements around financial documentation, warranty terms, references, service options, GPS solutions, and ownership structure.

The document indicates the City is interested in receiving comprehensive proposals that include detailed pricing, extended warranty options, maintenance plans, and service offerings. Proposers are encouraged to provide alternate options for GPS solutions and service frequencies, with gas-powered golf carts being the preferred configuration. The City anticipates taking ownership of the fleet at the end of the five-year lease term for a $1.00 buyout. The pricing and proposal requirements are detailed in supporting documents like Exhibit 3, a Price Proposal Schedule of Values, which includes line items for extended warranty, maintenance, and service options for years 3-5 of the lease.

II. QUESTIONS AND ANSWERS (Q&A)

The City has received the following question(s) concerning the solicitation:

Q1) If the Proposer is one of the most respected manufactures of Golf Cars and Utility Vehicles in the

World and has been in business for over 50 years do you still want 3 years of financials in order to be considered / compliant?

A1) Solicitation Section 4 PROPOSAL RESPONSE AND FORMAT Subsection FIRM QUALIFICATIONS

AND EXPERIENCE – TAB “A” subsection “D. Financial Information.”

It is anticipated that local distributors in addition to manufacturers may submit a proposal in response to this RFP, therefore, the City does not differentiate requirements based on the company. The referenced solicitation subsection also contains the following language: “… or an official letter from the Proposer’s financial accountant detailing the financial status of the Proposer. The letter shall include a contact name, address, phone number, and fax number.”

Q2) If the proposer primary lender partners do not accept or allow the VISA Purchasing Card Program requested by the city of Casselberry will this disqualify the proposer from being awarded the bid?

A2) In reference to solicitation section “PURCHASING CARD PROGRAM” this is not a mandatory requirement and will not affect the evaluation.

Q3) Are you looking for account names and contact information of current customers that are doing or have done business with our company or are you specifically looking for Municipalities? Can this be either Gas or Electric Golf Car customers?

(5) projects performed by the Firm and completed within the last five (5) years, which are similar type, scope, and complexity.”

The City will consider other non-government agencies and type of carts, however “Gas” powered carts are the preferred items.

Q4) Reference to Newest Model Gas Powered Golf Car” We offer two body types, both body types will be 2020 Model Year vehicles, do you want proposals for both body types or the most economical body type vehicle that meets the specs outlined in the RFP?

A4) The City is seeking proposals which meet or exceed minimum requirements as set forth within

Exhibit “1” SCOPE OF SERVICES AND TECHNICAL REQUIREMENTS.

A5) Attachment “I” Price Proposal Form communicates minimum requirements that would be utilized in the “evaluation criteria” of submitted proposals. The City is also interested in receiving price breakdown for all items listed within the Excel workbook titled “Exhibit 3 - RFP-2019-0518 Purchase Trade-in Golf Cart Fleet Proposal Schedule of Values.
