About this file

This document is a vendor questions and answers response sheet for RFP 200000000634, issued by an unnamed state agency for financial custodial services related to securities management. The RFP requires vendors to provide responses to specific requirements outlined in Schedule A, including customer service information and pricing proposals. The contract term is five years with a fixed pricing requirement, though bidders may propose alternative pricing schedules with different rate structures for different periods within the five-year term if desired.

Key clarifications provided by the State address submission procedures and pricing flexibility. Vendors are permitted to add additional detail boxes immediately below existing requirement boxes in Schedule A when the provided space is insufficient for complete responses, such as when specifying a toll-free customer service number. Regarding pricing, while the contract requires firm pricing for the entire five-year duration, bidders have the option to propose tiered pricing schedules with different transaction rates for specified periods, such as one rate for years one through two and an alternative rate for years three through five. The State also clarified that this solicitation concerns financial custodial services for securities management rather than facility cleaning or janitorial services.

#Document or SectionPage #Bidder QuestionState Response
1Schedule A – Section 4.27Certain requirements in Schedule A necessitate a response, but there is no discernable area for vendors to provide that response. An example of this is in Schedule A – Section 4.2 (p. 7) – Customer Service Toll Free Number. We are asked to specify our Toll-Free number, however there is no area for us to provide aforementioned number. Only options are the two checkboxes. Would the State allow vendors to provide responses directly below the box containing the requirement? If no, where are we to provide the information?Yes, in the instance that a bidder feels that additional detail would be applicable to the response, the bidder can add a box immediately below the existing box for the information.
2Schedule A – Section 6.111Requirement 6.1 of Schedule A indicates that pricing is “firm” for the entire length of the contract. Does this mean that the same transaction rate pricing must continue throughout the duration of the contract, or would it be permissible to propose a pricing schedule that establishes firm but different transaction rate prices for different periods within the contract term?Bidders must include pricing for a 5-year fixed term. However, bidders can propose an alternate pricing schedule, IE: years 1-2 at rate A, years 3-5 at rate B or something similar, if desired.
3GeneralN/AWhat are the sizes of the facilities that need janatorial services and how many are there? This is not an RFP for custodial services in the cleaning or janatorial sense, it is for financial custodial services related to securities.
