About this file
This is a Cost Proposal Form for the City of Palo Alto's Recruitment and Hiring Solution procurement, which seeks to identify a modern, cloud-based applicant management and onboarding platform for a five-year contract term. The City of Palo Alto's Human Resources department is seeking a sophisticated recruitment solution to enhance recruitment efficiency and candidate accessibility while integrating with existing technology infrastructure. The organization size for pricing purposes is 1,100 employees. The City currently fills over 300 positions annually and onboards approximately 200 new hires across various departments using an existing cloud-based system since 2011. The new platform should incorporate recruitment, onboarding, performance management, and learning/training management capabilities, along with analytics and reporting functionality.
Proposers must provide fixed pricing for the first 12-month period across four cost categories: Implementation (including project planning, requirements analysis, design, development, data conversion, testing, and training); Ongoing Maintenance/Upgrades and Customer Support (covering post-implementation fees and annual support for five years); System Modules (addressing mandatory recruitment, onboarding, performance management, learning management, and analytics requirements); and Optional Services (including professional services, supplemental training, background check integration, APIs, and additional functionality). Pricing adjustments after the initial 12 months require written notice at least 60 days in advance with supporting rationale. Sales tax should not be included in proposed pricing. Final pricing is subject to negotiation with the top-ranking proposer(s), and any calculation errors will be corrected by the City using non-calculated values as governing figures. Proposers must provide supporting documentation explaining the rationale behind each cost element and indicate whether items are included in other line items or not applicable.
