About this file

This document is a Request for Proposal (RFP) for a Recruitment and Hiring Solution Project for the City of Palo Alto, California. The RFP seeks a comprehensive Software-as-a-Service (SaaS) solution to manage the entire employee recruitment, selection, hiring, and onboarding process. The proposed system must integrate with the City's existing SAP ERP system and support multiple functional requirements across vacancy management, recruitment management, selection processes, hiring, and onboarding. Key requirements include automated requisition routing, customizable job postings, candidate tracking, electronic offer letters, onboarding workflows, performance review capabilities, and robust reporting functions.

The RFP mandates specific technical, security, and compliance requirements for the vendor, including data housing in US/Canada, compliance with privacy and security standards (ISO 27001 or NIST 800-53), data encryption protocols, and disaster recovery planning. The system must support approximately 75-100 concurrent users, provide comprehensive customer support, offer data retention for up to 10 years, and include features like single sign-on, multi-factor authentication, and open data exportability. While specific budget details are not explicitly stated, the document indicates that the City expects a comprehensive cost proposal covering licensing fees, implementation costs, and ongoing support, with the expectation of a multi-year contract that includes provisions for potential renewals and ongoing system improvements.
