About this file

This document is a Cost Proposal Form (RFP #193604) issued by the City of Palo Alto for recruitment software procurement, targeting an organization with 1,100 employees. The request seeks comprehensive pricing for a recruitment software solution, encompassing implementation, ongoing maintenance, system modules, and optional services. The proposal requires detailed cost breakdowns across four primary sections: implementation costs (including project planning, requirements analysis, design, development, data conversion, testing, and training), ongoing maintenance and customer support fees for up to five years, system modules covering recruitment, onboarding, performance management, learning management, and analytics, and optional professional services.

The pricing structure mandates fixed rates for the first 12 months, with potential price adjustments thereafter requiring 60-day advance written notice and rationale. Proposers are instructed to exclude sales tax from initial pricing, with the City planning to add appropriate taxes later. The document emphasizes that final pricing remains subject to negotiations with top-ranking proposers, and requires vendors to provide granular cost details for each line item. The proposal allows for additional rows to be added for services not initially listed and requires vendors to clarify any cost overlaps or non-applicable items, ensuring transparency in the pricing approach.
