About this file
This document is a Bidder Questions & Answers document for RFP No. 190000002803, issued by the State of Michigan Procurement, specifically the DTMB Central Procurement Services, for HMO Services for the Michigan Public School Employees' Retirement System (MPSERS) Plans. The RFP seeks HMO service providers to offer Medicare and Non-Medicare healthcare plans for retirees, with services beginning January 1, 2020. Bidders are required to provide plans that are, at minimum, actuarially equivalent to the existing MPSERS Master Healthcare Plan, with flexibility to design their own plan while meeting these requirements.
The document reveals that contributions to the retirement system are made by individual school district employers in accordance with contribution limits set by PA 300. The state is seeking multiple potential HMO providers who can offer comprehensive healthcare coverage, including pharmacy benefits, for Medicare and Non-Medicare eligible retirees. Interested bidders must sign a non-disclosure agreement to receive detailed population data, and the RFP emphasizes that HMO offerings are meant to be in addition to, not in competition with, the existing state plan. The RFP allows for potential multiple contract awards and provides detailed guidance on benefit design, coverage expectations, and administrative requirements for potential HMO service providers.
