About this file

This is an addendum containing Q&A for Cumberland County Schools (CCS) RFP 173-25019 regarding K-12 math curriculum adoption. CCS is seeking proposals for new K-12 core instructional materials in mathematics, with proposals due February 4, 2025, and sample materials to be received by February 10, 2025 at the Operations Center in Fayetteville, NC. Selected finalists will be required to provide 11 complete sets of materials and conduct in-person presentations on March 19. The district will make recommendations to the Board of Education in April, with implementation planned for the 2025-2026 school year. The contract term is for three years covering 2025-2026, 2026-2027, and 2027-2028 school years.

The district serves approximately 49,000 students across K-12, with detailed enrollment ranging from 3,500-4,500 students per grade level and 45-250 math teachers per grade level. Vendors must provide comprehensive pricing including print materials, digital subscriptions, and professional development services. The district uses Canvas as its Learning Management System and requires materials that support Spanish and Mandarin Chinese Dual Language Immersion programs for grades K-8. Proposals must include standard-by-standard alignment with NC State Standards and a professional development plan. The district may select multiple curriculum providers for different grade spans (K-5, 6-8, HS) based on standard alignment and student needs.

K-12 Math Curriculum Adoption Q&A - 173-RFP-25019

Question Answer

References – For references, do you require districts that have adopted the program district-wide? Or are references from districts that have partially adopted the program permissible? I.e., some of the schools within the district are using the program but not all schools.

References from districts that have partially adopted the program are permissible, but we would prefer references that have adopted the program district-wide.

Is data collection and reporting a required component?

If your product includes data collection and reporting, please describe those capabilities in your proposal.

Is professional development a required component? For reference, our company does not provide training directly, however, we maintain close relationships with excellent professional development providers who have extensive experience teaching [our] approach.

A comprehensive professional development plan, including pricing, is a required component, whether it is conducted by your company or a partner.

Do you require that the material be available in any language besides English?

Our preference is for resources to be able to support our Spanish and Mandarin Chinese Dual Language Immersion programs (grades K-8).

For NC state standards alignment, do you require any specific documentation/format?

No specific format, however a standard by standard alignment description is requested to ensure all standards are present in the resources purchased.

If selected to present, can we present virtually or send a recorded video?

Presentations must be conducted in-person.

Do we need to send 8 copies of samples as well as 8 Bid Packets? Do you need samples of each grade or would one grade be sufficient?

Only one copy of samples should be sent for the initial phase of review, but they are not required with the February 4 bid proposal. Sample materials should be received at our Operations Center at 810 Gillespie St., Fayetteville, NC 28306 by 2:00pm on February 10, and vendors may opt not to send materials from every grade level at this point in the process.

Will you return the samples after the Bid process is complete?

Yes, we can return the samples after the bid process is complete if you include a shipping return label and instructions.

The math adoption would essentially be for the entire county, with approx. 49,000 students from K-12?

It could be. However, CCS will consider multiple curriculum material products for different grade spans (K-5, 6-8, HS) and courses for standard alignment and to best meet the needs of students.

Should the proposal include pricing for print and digital online subscriptions for total enrollment?

Yes, if applicable.

Will there be formal presentations scheduled from initial chosen vendors?

Yes. Vendor presentations will be March 19.

What is the overall time frame for a decision to be made?

We will make our recommendations to the Board of Education in April and notify the recommended vendor(s) following Board approval.

When would you be looking to start integration?

Pending Board approval, we will finalize our implementation plan to be integrated for the 2025-2026 school year.

Access to digital components, if applicable, should also be included. Any shipping labels must contain the vendor name and bid number." To clarify, do you require a complete set of samples with the proposal submission and then an additional 11 complete sets if we make it to the finalist round?

Samples should be sent for the initial phase of review, but they are not required with the February 4 bid proposal. Sample materials should be received at our Operations Center at 810 Gillespie St., Fayetteville, NC 28306 by 2:00pm on February 10, and vendors may opt not to send materials from every grade level at this point in the process.

Addresses and points of contact will be provided at that time.

Does the district use Canvas as the LMS? If not, what LMS does the district use?

Yes, the district uses Canvas as the LMS.

To allow additional time for vendors to prepare pricing, proposals, and samples, will the District please provide a two-week extension?

In order for us to continue on our established timeline, all proposals are due by February 4, 2025.

On page 3 of the RFP, it states that finalists will be required to submit samples. On page 6, it indicates that perhaps samples are due with the RFP on 2/4. Can you clarify?
