Minimum qualifications require at least five years of digital marketing experience and successful completion of Treasury security vetting. Phase 1 pricing must be submitted as an all-inclusive firm fixed price, with Phase 2 pricing proposed using flexible billing structures such as hourly rates, retainer fees, or media placement commissions. The State of Oregon encourages participation from small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity, including disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses. Proposers employing 50 or more full-time employees with contracts exceeding $500,000 must provide a Pay Equity Compliance Certificate prior to contract execution.
