About this file

This is a Certified Disadvantaged Business Outreach Plan attachment for RFP 170-4437-25, issued by the State of Oregon for marketing services related to OregonSaves retirement savings programs. The document serves as a certification and outreach compliance form for proposers to demonstrate their commitment to equal opportunity participation by Certified Firms, including Disadvantaged Businesses (DBE), Minority-Owned Businesses (MBE), Woman-Owned Businesses (WBE), Service-Disabled Veteran-Owned Businesses (SDV), and Emerging Small Businesses (ESB) as defined under ORS 200.055. Proposers must declare their own certification status if applicable, document past contractual relationships with both certified and non-certified minority, woman-owned, service-disabled veteran-owned, or emerging small businesses from the preceding two years, identify any subcontracting opportunities within their proposal with associated dollar values, and describe their solicitation strategy for engaging Certified Firms in subcontracting roles.

The outreach plan requires proposers to commit to reasonable steps ensuring Certified Firms receive equal opportunity to compete for and participate in subcontracts. Proposers must also agree to report all subcontractors and subcontract dollar values to the Oregon Certification Office for Business Inclusion and Diversity (COBID) upon contract award. This attachment does not receive a score as part of the proposal evaluation process; rather, it functions as a compliance and certification document to promote equitable business participation in state-funded contracts. The document includes checkboxes and fill-in sections for proposers to complete and submit with their formal proposal.
