5 Project Description
The Taking Shape Triangle Redevelopment Project (the “Project”) is planned for an approximately 10-acre tract of land owned by the CDA located just west of downtown Madison, Wisconsin. The new development will provide a mix of one, two, and three-bedroom units with appropriate design considerations for low-income households and amenities.
Over the next ten years, the Project will ultimately replace every building currently located on the CDA’s Triangle site, all of which were built between 1965 and 1978, with modern, accessible and sustainable new construction with a 50 to 100-year lifespan.
The Project will be developed in phases in order to keep current residents on-site during construction, with the goal of moving each tenant only once into their new buildings. The first phase of the plan, referred to as ‘Taking Shape B1’, consists of constructing a new building on vacant land that is part of the existing site of the Brittingham Apartments, located at 755 Braxton Place in Madison, WI. Brittingham Apartments is a single ten-story building that was built in 1976 and consists of 163 one-bedroom units and 1 two-bedroom unit.
When construction of the new building is complete, residents will be relocated to the new structure. This will allow for Brittingham Apartments residents to move from their Brittingham Apartments unit directly into the new Taking Shape B1 replacement unit, eliminating any need for permanent displacement or relocation off-site. The existing Brittingham Apartments structure will then be demolished. This workflow will allow for maximum construction efficiency and minimal impact on the current resident base.
Construction work has begun on the first phase and completion is expected to occur in the spring of 2027. Taking Shape B1 includes a preliminary relocation budget of $500,000 including all relocation, packing and moving services.
This RFP contemplates selection of qualified Relocation Consultants/Specialists for the first phase of redevelopment only consisting of one building with 164 units.
Scope of Work
The awarded firm(s) for the ensuing contract will be required to perform all duties necessary before, during, and after relocation to ensure that the rights of the residents and the obligations of CDA are preserved and protected at all times. Permanent relocations are not contemplated except for the direct transfer to the new building.
Such duties include, but are not limited to:
• Provide general RAD relocation guidance to development team/property management;
• Develop a relocation phasing strategy for Taking Shape B1;
• Develop relocation schedule in accordance with construction schedule;
• Develop and implement a relocation tracking system that documents relocation activities for each household;
• Participate in conference calls/meetings with development team and property management to discuss relocation implementation;
• Develop and distribute required RAD/URA notices to all affected households (some of the required notices have already been distributed);
• Assist in the procurement of all services and supplies required for relocation (e.g., moving company, packing supplies, packing assistance, etc.);
• Ensure all printed materials are translated in the appropriate languages (as necessary);
• Meet one-on-one with eligible residents to assess their relocation needs and preferences, explain relocation rights, resources, and eligible moving costs to each affected household.
• Assure that no residential occupant is required to move without a minimum of 90 days written notice to vacate.
• Provide relocation updates to residents through written correspondence, phone calls, and individual meetings.
• Work with property management to identify and plan for households with special needs and/or specific unit requirements including but not limited to pest, housekeeping and/or hoarding issues.
• Coordinate with residents and service providers to address social service-related barriers to relocation.
• Establish and maintain relocation files for each household in compliance with federal, state and local requirements.
• Conduct pre-move preparation activities with each affected household.
• Facilitate packing supply distribution and/or packing assistance with each affected household.
• Assist residents with utility transfers (if necessary).
• Collaborate with property management to ensure all requirements are met prior to residents vacating their units.
• Coordinate third-party vendors (i.e. movers, pest control, etc.).
• Schedule moves and work closely with development team/property management and moving company to ensure moves are completed on schedule
• Provide oversight of moves and assist households as needed on move day(s).
• Arrange packing/unpacking assistance with residents and moving company (as necessary).
• Ensure resident belongings are packed, moved, and handled appropriately.
• Serve as initial point of contact for resident damage/loss claims.
• Prepare and submit relocation progress reports as requested by the development team/property management.
• Provide final relocation files and reports to CDA for close-out.
On-going meetings with residents, including one-on-one meetings between the residents and relocation staff, will be necessary to relocate residents with a minimum of disruption.

No Exceptions from Bidders
Exceptions to this RFP are not permitted. The City of Madison reserves the right to reject bids that take exceptions or don’t follow the requirements of this RFP. If you ask to change the requirements, specifications, sample contract, or legal terms, that is considered an “exception.” A statement that you will not or cannot comply with any part of this RFP or the sample contract will also be considered an “exception.” (If this RFP allows substitutions or alternate solutions, the Scope of Services (Section 5) will make this clear, and that is not considered an “exception.”)

Public Records and Trade Secrets
Your response to this RFP is a public record. Wisconsin and other public records laws may require the City to share your proposal or the resulting contract if someone makes a public records request. If a public records request is made, the City’s Records Custodian applies the law to decide whether the record must be disclosed, or if any part of the record can be redacted or not disclosed. There are very few exceptions to disclosure under Wisconsin law. One exception is for “trade secrets” as defined by sec.
134.90(1)(c) of the Wisconsin Statutes. It is your responsibility to research trade secrets as defined by Wisconsin law if you think any part of your proposal might be a “trade secret.” The City cannot give private legal advice to you. Most things will NOT meet this exception.
You may label items you believe meet this definition as a “trade secret” and submit them separately from the rest of your proposal, but the City cannot guarantee that information will be treated as a trade secret or confidential.
Things that are not considered confidential: your proposal or bid in its entirety, price proposal, pricing information, references, or the resulting contract. This is not a complete list.
Preserving competition: To the extent permitted by law, the City intends to withhold proposals under this RFP from public view until competitive or bargaining reasons no longer require it, in the City’s opinion. At that time, all proposals will be available for review in accordance with public records laws.
The City will not provide advance notice to bidders prior to releasing any requested public record.
7 RULES FOR THE SELECTION PROCESS
This RFP does not commit the City to award a contract. The City can cancel this RFP at any time. There is no guarantee that the City will award any contract as a result of this RFP. While the City considers this procurement important to City operations, the circumstances could change.
The City might make a partial award. By submitting a proposal, you are willing to accept an order for all or part of the items/services. Note in your proposal if you do not agree to accept a partial award.
The City reserves the right to make changes to this RFP. Any changes will be made with an Addendum. Changes could impact due dates or specifications or could require additional information from all bidders.
The City reserves the right to reject any proposal. We can reject all or part of a proposal without explaining the reason. Proposals could be rejected if they are missing information (non-responsive) or fail to demonstrate that the bidder is responsible and capable of doing the work (not responsible.)
The City may negotiate with finalists or the selected vendor. One or more bidders may need to submit additional technical proposals, best and final price proposals, or other changes to their bids.
Federal or State Laws may apply to this RFP (such as federal regulations or procurement policies that apply to grant funding). Those laws will apply over any conflicting procedure in this RFP.

This contract will only be awarded to a bidder who is “responsible” and “responsive” and whose bid is most advantageous to the City, with price and other factors considered. This RFP is designed to help the City select responsive and responsible bidders.
“Responsive” means that your proposal responds to all parts of this RFP – it is complete, not missing any information, and addresses all of the required work. Failure to provide all of the information requested in this RFP could result in being considered “not responsive.”

This includes having adequate financial resources or the ability to obtain them; can perform and deliver on time, delivery taking into account other business commitments; has a satisfactory performance record; has a satisfactory record of integrity and business ethics; and has the necessary organization, experience and technical skills.
