About this file
This document is Addendum 2 to RFP 14055-0-2025-TJ issued by the City of Madison Finance Department and Community Development Authority (CDA) for Tenant Relocation Services related to the Brittingham Apartments project. The RFP solicits comprehensive relocation services for approximately 160 occupied units (with fewer than 5 vacancies) at the Brittingham Apartments, including relocation phasing strategy development, resident assessments, packing and moving services. The selected vendor will develop the relocation phasing strategy and schedule, with all households expected to relocate over a 1-2 month period once construction of the new building is completed (estimated spring 2027). The new building will provide 163 one-bedroom units in phase 1. Addendum 2, issued October 3, 2025, responds to 27 bidder questions clarifying scope, budget, resident composition, and project logistics.
The preliminary relocation budget is fixed at $500,000 and includes all scope of services with no anticipated increases, with consulting fees included within this amount. The budget covers relocation phasing strategy, assessments, packing materials, and labor for packing and unpacking services. Current residents are elderly, disabled, or both, with three over-income households and fewer than 5% with hoarding concerns. Language needs include Spanish, Vietnamese, and ASL. The CDA will hold the contract for the moving vendor. Bi-weekly project team meetings are expected. The RAD transaction closed in July 2025 with CHAP issued in July 2023. Proof of insurance is required only at contract execution. Form A does not require notarization. Cost proposals must include a total lump sum with optional line-item breakdown; hourly rates for extra hours beyond the total cost must be specified separately. Addendum 1 released September 26, 2025, included the sample contract; the RFP due date was not extended despite requests for additional contract review time.

RE: ADDENDUM 2
RFP 14055-0-2025-TJ
Tenant Relocation Services
Notice to All Bidders:
Please note the following responses to the questions received:
Question 1:
May we request a copy of the Sample Contract and Insurance Requirements?
Answer 1:
Please see sample contract attached to this addendum. We also released Addendum 1 on Friday September 26, 2025, with the sample contract.
Question 2:
Page 6 of the RFP mentions “Shape B1 includes a preliminary relocation budget of $500,000..” Is the budget still being planned? Do you anticipate any increases in the proposed budget?
Answer 2:
We do not anticipate any increases in the proposed budget.
Question 3:
Are all 164 units of the Brittingham Apartments currently occupied or are there any vacancies?
Answer 3:
There are currently a small number of vacancies (less than 5) at the Brittingham Apartments. The 2-bedroom unit is the only unit that will be held vacant until occupancy of the new building.
Question 4:
Does the preliminary relocation budget include the full scope of services, from the relocation phasing strategy, assessments, etc., and finally, relocation, packing and moving services?
Answer 4:
Yes, the preliminary relocation budget includes the full scope of services. We are expecting that the packing and moving services will include the cost of packing materials and the labor to pack and unpack.

10/3/2025-Addendum 2 .doc
Question 5:
Does Form A need to be notarized?
Answer 5:
No, Form A does not have to be notarized.
Question 6:
I did not see it listed, however, does the City require a Certificate of Insurance with the proposal?
Answer 6:
No, proof of insurance is only required at the time the contract is signed.
Question 7:
Are these moves expected to take place on a daily basis once contract begins or will it be scheduled as a few times per week/month until all tenants are relocated? Is it assumed that on a scheduled moving day, only 1 tenant will be relocated or is there the possibility/preference to move 2+ tenants in a single day when possible?
Answer 7:
It is expected that the selected vendor will develop the relocation phasing strategy and relocation schedule. It is estimated that all households in the building will be moved from their current units to the newly constructed units over a period of 1-2 months once construction is complete.
Question 8:
How much planning is involved from the vendors standpoint as it relates to the schedule of each relocation and the work that takes place directly with residents on their upcoming moves?
Answer 8:
It is expected that the selected vendor will determine the amount of planning required based on their prior experience with similar projects.
Question 9:
How much planning time should vendor assume regarding their involvement as it relates to working with the residents on their moves and planning of the moves?
Answer 9:
It is expected that the selected vendor will determine the amount of time required for planning based on their prior experience with similar projects.
Question 10:
Is the moving company expected to assist with packing of the resident’s belongings, or does it depend on how much stuff the resident has? In our prior experience with working with Housing Authority, many tenants prefer to pack their own items before moves to ensure they know where their personal belongings are located.
Answer 10:
The selected vendor is expected to determine the number of households that would like or require packing assistance. The moving company will then be expected to pack the residents’ belongings that have requested this service.
Question 11:
In regard to the above mentioned open bid, section 8.3 Insurance refers to “section 27” in the Sample Contract for insurance requirements. However, there does not appear to be a section 27. Is that a separate attachment that you could either email me directly or upload to the procurement site?
Answer 11:
Please see sample contract attached to this addendum. We also released Addendum 1 on Friday September 26, 2025, with the sample contract.
Question 12:
We are working on our submission for the relocation services RFP, and it references an attached sample contract that isn’t included in the document. Could you share a copy of the sample contract for review?
Answer 12:
Please see sample contract attached to this addendum. We also released Addendum 1 on Friday September 26, 2025, with the sample contract.
Question 13:
Our legal counsel requires 5-7 business days to review contracts before we are able to proceed with a bid. As the contract was not included in the RFP as stated, would the City consider extending the due date by 1 week to October 17 to allow ample time for bidders to review the contract thoroughly prior to bidding?
Answer 13:
Please see sample contract attached to this addendum. We also released Addendum 1 on Friday September 26, 2025, with the sample contract. We will not be extending the due date for this RFP.
Question 14:
‘Taking Shape B1’ includes a preliminary relocation budget of $500,000 including all relocation, packing, and moving services. Can you clarify whether the $500K includes consulting fees?
Answer 14:
The consulting fees are to be included in the $500K budget.
Question 15:
Are there any overcrowded or over-income households?
Answer 15:
There are currently no overcrowded households. There are currently 3 over-income households.
Question 16:
How many one-bedroom units will the new building provide for phase 1?
Answer 16:
There will be 163 one-bedroom units in the new building for phase 1.
Question 17:
Which notices have already been distributed?
Answer 17:
The Resident Information Notice (RIN) and the General Information Notice (GIN)
Question 18:
Have there been any community meetings?
Answer 18:
We have only held the required meetings regarding the information provided in the RIN and the GIN. There have not been any community meetings related to relocation.
Question 19:
Is the expectation to have weekly, or bi-weekly, project team meetings?
Answer 19:
Bi-weekly
Question 20:
Are we expected to hold the contract for the moving vendor, or will the city hold that contract to facilitate payment?
Answer 20:
The CDA/City will hold the contract for the moving vendor.
Question 21:
Can you provide information about residents? (elderly, disabled, hoarding concerns, pest concerns, language needs, etc.)
Answer 21:
All current residents are elderly, disabled, or both. There are currently units with pest concerns. CDA is currently working with the residents and a pest control company to eliminate those concerns prior to the physical move of resident belongings. There is a small number of residents (less than 5%) with hoarding concerns. Current language needs are Spanish, Vietnamese, ASL.
Question 22:
Where are you in the RAD conversation process? (have you gotten CHAP yet, what notices have been issued, etc.)
Answer 22:
The CHAP was issued in July 2023, and we have closed on the RAD transaction in July 2025. The following notices have been issued so far: Resident Information Notice (RIN) and the General Information Notice (GIN).
Question 23:
Has a relocation plan been completed and should we include one in our scope?
Answer 23:
A basic relocation plan has been completed, so one is not required to be included in the bidder’s scope.
Question 24:
Are there any existing resident services provided at the current site?
Answer 24:
There are 2 service coordinators on our team that provide limited referral services for residents. Some residents are engaged with outside supportive service/case management providers.
Question 25:
What is the anticipated timeline for relocating residents to the new building?
Answer 25:
Once construction of the new building is completed (expected completion is spring of 2027), it is expected that all households will be moved from their old units to the newly constructed building over a period of 1 to 2 months.
Question 26:
Can you provide the list of financing sources for this project?
Answer 26:
• Hard Debt: Commercial Non-FHA Loan, Blended Tax Exempt and Taxable Loan
• Soft Debt: Public Housing Capital Funds, HOME, State or Local Funds, Deferred Developer
Fees
• Equity: Tax Credit Equity
Question 27:
Regarding Cost Proposal: What level of budget detail is required? Line item? Can we include total salary + benefits on an annual basis for staffing costs versus fully loaded hourly rate?
Answer 27:
The cost proposal form requires a total lump sum cost. However, bidders are welcome to provide an additional cost breakdown by line item if they choose. The hourly rate for extra hours in addition to total cost must be broken down to an hourly rate.
Bidders must acknowledge receipt of this addendum accordingly on Section 6 of the RFP, Proposal Checklist.

Contract price, or ten thousand dollars ($10,000), whichever is less. Under public works contracts, if a subcontractor is in noncompliance, the City may recover liquidated damages from the prime Contractor in the manner described above.
The preceding sentence shall not be construed to prohibit a prime Contractor from recovering the amount of such damage from the noncomplying subcontractor.
ARTICLE VIII
(This Article applies only to public works contracts.)
The Contractor shall include the above provisions of this Contract in every subcontract so that such provisions will be binding upon each subcontractor. The Contractor shall take such action with respect to any subcontractor as necessary to enforce such provisions, including sanctions provided for noncompliance.
ARTICLE IX
The Contractor shall allow the maximum feasible opportunity to small business enterprises to compete for any subcontracts entered into pursuant to this Contract. (In federally funded contracts the terms "DBE, MBE, and WBE" shall be substituted for the term "small business" in this Article.)
