About this file
This is a Request for Proposals (RFP) issued by the Massachusetts Bay Transportation Authority (MBTA) for landscaping services at MBTA transit system passenger stations and facilities. The MBTA is seeking qualified contractors to perform comprehensive landscaping maintenance across two distinct geographical work areas, with services including lawn care, weed control, insect control, mulching, edging, shrub and tree care, and cleanup. The contract locations are divided into Work Area 1 (serving stations in Boston, Cambridge, Somerville, Brookline, Newton, Malden, East Boston, Medford, and Revere) and Work Area 2 (serving stations in Dorchester, Braintree, Jamaica Plain, Milton, Quincy, Roxbury, and additional Boston locations), with contractors permitted to bid on one or both areas. Bidders are encouraged to conduct site visits at all locations prior to proposal submission. The deadline for bidder questions is November 2, 2026 at 2:00 p.m., with official answers published by November 6, 2026. Proposals are due by November 20, 2026 at 3:00 p.m. via COMMBUYS. A pre-bid conference is scheduled for October 20, 2026 at 12:00 p.m. via Microsoft Teams. The estimated contract execution date is January 1, 2027, with service commencement estimated for April 1, 2027. The contract term is three years with three optional one-year renewal periods, exercisable at the MBTA's discretion with ninety days' written notice.
Pricing shall be submitted via Form D using a monthly invoicing structure, with each invoice representing one-eighth of the seasonal total for each active location, adjusted if locations are added or removed by more than five percent of total square footage. The RFP includes optional additional services for litter and debris removal during the off-season (December 1 through March 31) and weeding at additional MBTA locations, to be priced separately. The MBTA does not encourage negotiation of its Standard Terms and Conditions and may disqualify bids that substantially modify these provisions. Evaluation will be conducted on a best-value basis combining technical merit and pricing, with supplier diversity accounting for twenty-five percent of overall technical scoring. Bidders must meet pass/fail criteria including legal compliance and financial stability, achieve a minimum average score of 2.0 on technical evaluation criteria, and rank in the top three highest technical proposal scores to qualify for on-site visits. The MBTA reserves the right to make multiple awards, reject all responses, cancel the procurement, or negotiate with the highest-ranked bidder if lower-ranked negotiations fail. Proof of insurance complying with MBTA minimum requirements must be submitted with the bid, and contractors must maintain adequate staffing, provide weekly and monthly reports with before-and-after photos, and respond to service deficiency notifications within twenty-four hours at no additional cost.
