About this file
This document is an Attachment S - Tie Breaking Certifications for RFP #10982, designed to establish a precedence order for awarding contracts when multiple bids are equal in price, quality, and service. The document outlines five specific designations that can provide preferential treatment in tie-breaking scenarios: (a) Drug Free Workplace, (b) Certified Minority Business Enterprise (CMBE), (c) Service Disabled Veteran's Business Enterprise, (d) Florida Business, and (e) Foreign Manufacturer with a Factory in Florida.
Each designation is tied to a specific Florida Statute that provides preference in procurement processes. Respondents are encouraged to check the appropriate "True" boxes for designations that apply to their organization, with the understanding that more than one designation may be applicable. For Certified Minority Business Enterprises and Service Disabled Veterans Business Enterprises, additional documentation of net worth is required. In the event of a tie, respondents will be required to provide supporting documentation for the certifications they have marked as "True," and the final award will be determined by the specific statutory preferences outlined in the document.
