About this file

Attachment S is a Tie-Breaking Certifications document for RFP #10956 issued by the Florida Department of Juvenile Justice (DJJ), designed to establish preference criteria for resolving bid ties. The document outlines five specific designations that can provide competitive advantage in procurement: (a) Drug Free Workplace, (b) Certified Minority Business Enterprise, (c) Service Disabled Veteran's Business Enterprise, (d) Florida Business, and (e) Foreign Manufacturer with a Factory in Florida. Respondents are encouraged to check applicable boxes, with multiple designations potentially being claimed, and must be prepared to provide supporting documentation if their designated status becomes a tie-breaking factor.

The tie-breaking preferences are structured with specific legal precedence, primarily based on Florida Statutes, which provide advantages to businesses meeting certain qualifying criteria. For designations involving Certified Minority Business Enterprises and Service Disabled Veterans Business Enterprises, respondents must additionally disclose their net worth. The document requires full contact information and a signature, and stipulates that in the event of a tie, respondents shall be required to provide documentation supporting their claimed certifications. These tie-breaking mechanisms are designed to provide equitable opportunities for businesses with specific characteristics, such as minority ownership, veteran status, or local economic contribution.
