About this file

This document is Addendum #1 to Request for Proposal (RFP) #10956 issued by the Florida Department of Juvenile Justice (DJJ), modifying the original solicitation for a twenty-eight (28)-bed moderate-risk residential program for females aged 12-18 located in Gainesville, Florida. The addendum updates multiple sections of the original RFP, including Career and Technical Education (CTE) Services, Rehabilitative Justice Programming, vendor eligibility requirements, maximum possible points, cross-reference tables, and evaluation questions. Key updates include enhanced requirements for youth training and certification, such as mandatory industry certification programs, OSHA 10 training, CPR/First Aid certification, and Florida Ready to Work Soft Skills credentials, with specific timelines and expectations for youth in moderate, high, and maximum-risk programs.

The addendum revises the scoring criteria, introducing a maximum written narrative score of 375 points across 19 different evaluation categories, with the highest point allocations (30 points each) assigned to Delinquency Programming, Sex-specific Services, Staffing and Personnel, Mental Health Treatment Services, and Substance Abuse Treatment Services. The modifications aim to strengthen the program's focus on rehabilitative justice, emphasizing accountability, discipline, law and order, and providing opportunities for youth competency development. The program will be housed in a Department-owned building and requires comprehensive services including academic support, career technical education, mental health and substance abuse treatment, recreation therapy, and transition planning, with a strong emphasis on preparing youth for successful community reintegration.
