About this file

This is Addendum #1 to Request for Proposal (RFP) #10924 issued by the Florida Department of Juvenile Justice (DJJ) on October 13, 2025. The RFP seeks operational services for residential treatment programs serving male juveniles ages fifteen to twenty-one who require residential placement with mental health or substance abuse treatment services. The Department is requesting a 32-bed high-risk residential program and a 64-bed maximum-risk residential program, for a total capacity of 96 beds. The proposed facility location is either a Department-owned building at 2855 W. Woodland Ridge Drive, Lecanto, Florida 34461 (Circuit 5, northeast region), or a Respondent-owned or leased building within Florida. Services to be provided include delinquency programming, treatment innovations, health and nursing services, electronic health record integration, career and technical education, academic services, Mental Health Overlay Services (MHOS), and Substance Abuse Treatment Overlay Services (SAOS). The Department reserves the right to adjust the flexibility of treatment services and the distribution of high and maximum-risk beds based on operational needs.

This addendum addresses two questions submitted by Rite of Passage, Inc. regarding service implementation procedures and Career Counseling overlay rates. The Department clarified that should additional services need to be added to the program (such as SAOS, MHOS, IMH, BIF, or DD), it will work with the Respondent to allow adequate time for program adjustments including site and staffing changes before implementing the new service type. Additionally, the Department confirmed that Career Counseling service and its associated overlay rate are not included in this RFP and remain outside the scope of the current solicitation. Respondents are responsible for understanding all addendum contents and must submit the signed addendum with their proposal responses. Protests must be filed with the General Counsel's Office within the timeframe prescribed by Florida Statutes and must include a bond equal to 1% of the estimated contract amount.
