About this file

This document is Revised Attachment P for Request for Proposal (RFP) #10891 from the Florida Department of Juvenile Justice (DJJ), containing Written Evaluation Questions/Considerations for a 24-bed moderate-risk residential program for male youth. The document outlines detailed evaluation criteria across 18 specific areas including written proposal quality, innovative program services, delinquency programming, sex-specific services, behavior management, academic services, career and technical education, recreation therapy, living environment, community involvement, discharge planning, staffing levels, management capability, program readiness, health and nursing services, mental health treatment services, and substance abuse treatment services. Each section provides a comprehensive scoring rubric with point allocations ranging from 15 to 30 maximum points, with weightings assigned to assess the respondent's capability to deliver comprehensive youth residential services.

The evaluation framework is designed to thoroughly assess potential contractors' abilities to provide holistic, evidence-based services for male youth aged 13-18, with a strong emphasis on rehabilitation, individualized treatment, and comprehensive support. The scoring methodology allows evaluators to rate responses from 0-3 points based on the depth, clarity, specificity, and comprehensiveness of proposed services, with higher scores awarded for responses that not only meet minimum requirements but exceed them through innovative approaches, detailed implementation plans, and clear demonstrations of understanding the unique needs of the youth population. The document reflects the DJJ's commitment to selecting a provider that can deliver high-quality, therapeutically-informed residential programming that supports youth development, mental health, substance abuse treatment, and successful community reintegration.
