About this file

Attachment S is a Tie-Breaking Certifications document for RFP #10891 issued by the Florida Department of Juvenile Justice (DJJ), specifically designed to establish preference criteria in the event of equal bids for a 24-bed moderate-risk residential program for male youth. The document outlines five potential tie-breaking designations that bidders can claim: (a) Drug Free Workplace, (b) Certified Minority Business Enterprise, (c) Service-Disabled Veteran's Business Enterprise, (d) Florida Business, and (e) Foreign Manufacturer with a Factory in Florida. Respondents can check multiple designations and must be prepared to provide supporting documentation if selected.

For designations involving Certified Minority Business Enterprises (CMBE) or Service-Disabled Veteran's Business Enterprises, bidders must disclose their net worth, with preference given to businesses meeting specific state statutory requirements. The tie-breaking mechanism provides a structured approach to vendor selection when proposals are otherwise equivalent, prioritizing businesses with drug-free workplace programs, minority-owned enterprises, veteran-owned businesses, and Florida-based companies. The form requires respondents to certify their status, sign the document, and be ready to substantiate their claims, ensuring a fair and transparent procurement process that supports diverse and local business participation.
