3. Section C - Description/Specifications/Work Statement
Statement of Work
Industrial HVAC Duct Cleaning Service
1. BACKGROUND: The U.S. Government Publishing Office (GPO) provides publishing and dissemination services for official and authentic government publications to Congress, Federal agencies, Federal depository libraries, and the American public. The HVAC system was constructed in the middle of the 1970s. During the last 50 years, many impurities accumulated in the HVAC system. These ducts should be cleaned periodically to rule out the possibility that the air supplied to regulate the office temperature and humidity may contain impurities. The most concerning impurity is lead. GPO Engineering looked for records of the HVAC duct cleaning in this location, but no such records appear. The inside of the ductwork may not have been cleaned for more than 50 years.
2. General Scope of work: This Statement of Work (SOW) outlines the requirements for cleaning industrial HVAC ducts at the GPO Facility at 732 North Capitol Street, NW Washington, DC.
20401. This contract covers the eastern portion of the third floor of Building C. Please refer to GPO Drawing F-6108 for details.
1) Preparation:
i) Before scheduling the cleaning, the contractor must visit GPO and assess the site condition. If cutting into the duct is deemed necessary, the contractor should clearly mark the area for the government to inspect any asbestos material in the duct insulation. The cleaning date should not be scheduled until the results are received.
If asbestos is present in the area, the government will arrange for its abatement and then coordinate with the contractor to schedule the cleaning. The contract shall be responsible for patching the opened portion using industry-standard methods after cleaning. The painting is not required after patching.
ii) Before beginning any work, hazardous materials such as asbestos must be reported to the COR. The government will conduct testing and perform abatement work if necessary. The contractor should notify the COR only of locations where the presence of these materials prevents cleaning the inside of ducts, AHUs, and their accessories. The government will not test or perform abatement work if it is not necessary for the specified work in the contract. Typically, abatement work takes 1- 3 weeks. The contractor must wait for a written 'Notice to Proceed' from the COR before starting any work. The contractor has two weeks to identify suspect materials. This investigation for suspect materials may occur during the week as long as it does not disturb production. After the cleaning work has begun, the contractor will be responsible for any required testing and abatement. Therefore, the contractor should carefully identify any suspicious areas before starting the cleaning work.
2) Cleaning: All work shall be performed according to ACR, The NADCA Standard for
Assessment, Cleaning & Restoration of HVAC Systems--2021 Edition.
The work includes the following:
a The contractor shall cover all machinery, office equipment, furniture, and other components with plastic or drop cloths in the work area.
b The contractor shall inspect all HVAC ductwork and related components to identify any areas of contamination or damage. Most existing ducting is made of metal without liner; however, the contractor shall investigate the duct lining by checking the actual duct. The contractor will not simply rely on the drawing to calculate costs.
The contractor must inspect the actual ducts, accurately estimate the cost, and submit a bid price.
c The contractor shall clean all HVAC ductwork using a combination of mechanical and manual methods. The contractor shall establish a negative pressure within the ductwork via HEPA-filtered, high-velocity vacuum collectors. This pressure shall be maintained throughout the cleaning to remove the debris from the ductwork and prevent the escape of debris into occupied spaces. Debris shall loosen from the duct surface as required. High-pressure air shall be utilized to move debris for vacuum collection. System components that cannot be cleaned in this method shall be cleaned by hand and reassembled.
d The contractor shall remove and dispose of all debris according to local and national laws and regulations. Evidence of disposal shall be provided to the Contracting Officer’s Representative (COR) upon substantial completion. The debris will have a Toxic Characteristic Leaching Procedure (TCLP) test completed before disposal. A copy of this report will be provided to the (COR).
e The contractor shall clean, at a minimum, the following:
• HVAC system components from the point where air enters the system to each point where air is discharged from the system.
• HVAC system components of AHU 33B, AHU 33C and AHU 33D, such as cooling coils, heating coils, and other parts inside AHU.
• All supply, return, and exhaust air ducts connected to AHU 33B, AHU 33C, and AHU 33D.
• Reheat coils serviced by AHU 33B, AHU 33C, and AHU 33D.
• After cleaning the ductwork, the contractor shall decontaminate surfaces in the work area by HEPA vacuuming and wet methods.
f Disinfection of all HVAC ductwork to remove any harmful bacteria or mold.
g Restoration of all HVAC ductwork to its original condition if it is modified or removed for cleaning.
h The contractor must restore all systems to original functionality, remove all tools and materials from the production floor, and clean up and dispose of all trash and debris before leaving the site. The government is responsible for starting and stopping the AHU as needed.
3) Fogging / Disinfecting: The contractor shall disinfect the duct system using the process that disperses an all-natural antimicrobial solution, effectively disinfecting and deodorizing the nonporous surfaces of the ductwork while maintaining negative pressure through the duct vacuum. GPO does not require a specific mold disinfectant. The contractor will provide the SDS of their chosen product to the GPO Safety Branch before starting the job.
4) Encapsulation:
This process is not included in this contract.
5) Materials: The Contractor shall supply all necessary materials for the cleaning of the
HVAC ducts, including:
a Industrial-grade vacuum cleaners b High-pressure air compressors c Brushes, scrapers, and other cleaning tools d Disinfectants and other cleaning chemicals
3. Labor: The Contractor must provide all necessary labor to complete the work on time and professionally. The Contractor's personnel must have experience cleaning industrial HVAC ducts and be familiar with all applicable codes and standards, especially the latest NADCA Standard.
4. Health and Safety Plan: Because of the known concentrations of lead and zinc in the debris, the contractor must prepare a site-specific health and safety plan addressing how the workers and the environment will be protected from heavy metal dust and other hazards while performing the work. At a minimum, the plan must address the following elements:
1) Filtering in a dust collector.
2) Procedures for capturing dust aerosolized when the AHU is re-energized.
3) The OSHA “Lead in Construction Standard”, 29 CFR 1926.62.
4) Zinc hazards.
5) Working inside of ductwork.
6) Ladder safety.
7) Hand tool safety.
8) Electrical safety.
9) Compressed air safety.
10) Cleanup after each shift of duct cleaning.
11) First Aid.
12) Emergency Response Plans
13) Waste management and disposal.
5. Information and pre-test report
1) GPO Drawing F-6108 shows the ducts and AHUs to be cleaned with this contract. The drawing may be inaccurate due to the many renovations in the area over the past 50 years, so the contractor must field-verify all information before bidding.
2) The test result of Pre-Wipes of Air Ducts
6. Utilities that will be provided to the contractor: The Government shall supply the following items in reasonable amounts at no cost to the contractor:
1) Electric power - 120 Volts, 60 Hz, 1 Phase
2) Compressed air - 90 psi or 110 psi, depending on ability nearby.
3) Water - as it is currently available in and near the worksite.
[ End Section C ]
4. Section D - Packaging and Marking
N/A
[ End Section D ]
5. Section E - Inspection and Acceptance Terms
E1 Quality: The Contractor must use the best commercial industry standards for all services performed.
E2 Inspection: All reports submitted will be reviewed and approved by COR to ensure that all aspects of the SOW are addressed.
1) Sampling a The government will take baseline dust samples before ductwork and surface cleaning.
Locations for sampling settled dust are included in the bid document.
b Lead sampling will be taken from existing ductwork and analyzed by the government. The attached reports will be provided for informational purposes only. The contractor shall not rely solely upon this information and shall perform independent analysis as required.
c After the contractor cleans the ductwork, the government will visually inspect the ductwork following NADCA guidelines before re-energizing the air handling unit.
d After the duct cleaning contractor cleans the ductwork and the work environment, the government will collect a final sampling of settled dust after the air handling unit has been operating for at least 12 hours.
e The current contract covers an industrial area; therefore, test results that meet the criteria (the result of lead testing less than 200 ug/ft2) shall be considered a grade of Pass.
f Results that do not meet the criteria (result of lead testing greater than or equal to 200 ug/ft2 shall be considered a grade of Fail.
g Independent testing shall occur within 10 days of substantial completion. Results shall be provided to the contractor by the contracting Officer’s Representative within 10 days after the government receives the report notifying the contractor of a Pass or Fail.
2) Digital Inspection: Submit photos taken every 10 feet before and after cleaning. See the attached sample photo from the last cleaning in a different location in the building. The photos shall be provided to COR within 5 days after cleaning. The level of cleanliness should be similar to or cleaner than that shown in the following photos. The COR will decide whether to pass or fail based on the following pictures.
Before Cleaning
After Cleaning
3) Failed Cleaning and re-cleaning: The final work must pass the following two inspections. If it fails any one inspection, it must be cleaned again.
1) If the test result of Post-Wipes of Air Ducts exceeds 200 ug/ft2, the contractor must restart the cleaning process at no cost to the government.
2) The COR has the right to inspect the photos and ask the contractor to reclean, even if the test result is less than 200 ug/ft2.
3) If work is not completed and/or the ductwork does not pass its final clearance after the weekend, filtering media should be placed on the outside ductwork vents to prevent loosened grit from entering the employee work area.
4) During the cleaning process, the contractor will highlight to GPO any potential problems to obtaining a passing final clearance to the COR. If the final lead clearance fails, the HVAC will be placed back into operation and cleaned again during another weekend. If the second clearance fails, an evaluation will be made if the failure was poor cleaning procedures or areas beyond the control of the contractor by the GPO Industrial Hygienist. This will include a review of the ductwork cleaning process/results and the presence of other factors (e.g., lead paint). If it is determined to be the result a poor cleaning process, a third cleaning will be completed.
