SECTION 5: ADMINISTRATIVE BACKGROUND

1. INTRODUCTION AND BACKGROUND:

1.1. The State of Wyoming DWS statutorily provides Workers’ Compensation insurance (monopolistic state fund) for Employers and Employees for over 100 years. We migrated from a mainframe solution in 2012 to an on-premise solution and recently migrated to a cloud-hosted solution with MS Azure in 2021. As the technology needs have increased, we realize the cost to host our environment internally has doubled since going live. Also, the cost associated with numerous vendors, contractors, and applications that we call ancillary systems has skyrocketed. The man-hours required to manage numerous contracts, license agreements, and multiple vendors is why we are searching for a proper SaaS solution.

1.1.1. We realize there may not be a vendor with a complete SaaS solution that is fully integrated with/without your partners or vendors. Please detail the areas of the scope of work that cannot be solved. It is important to note that a partial solution does not automatically disqualify the proposer from this bid. A partial solution could state that the technology exists but the payment and the license agreement are out of scope for the proposer. We are looking for the most complete solution that streamlines the entire SaaS solution.

2. PURPOSE AND INTENT:

2.1. The purpose of this Request for Proposal (RFP) is to solicit competitive proposals from proposers who can offer a complete SaaS solution for the State of Wyoming Workers’ Compensation Division to meet the Agency’s needs and expectations, as described within this RFP.

3. STAKEHOLDERS

3.1. The stakeholders are injured workers, medical providers, employers, and most importantly, division staff, who will benefit from a complete solution utilizing the latest technology trends.
