About this file
This document is a transcript of a mandatory pre-proposal conference for a Request for Proposal (RFP) issued by the State of Wyoming, Department of Workforce Services, for a Workers' Compensation Software as a Service (SaaS) solution. The RFP seeks a comprehensive, all-in-one solution to manage the state's workers' compensation claims and policy management processes. The state is looking to consolidate multiple existing systems and applications into a single SaaS platform that can handle claim processing, document management, employer registration, and payment processing. The proposal deadline is September 4, 2024, and the state is open to both existing solutions and new software development.
The state has approximately 50 claims adjusters and receives around 9,750 new reported injuries per year, with a significant volume of documents and data that will need to be migrated to the new system. The state does not have a fixed budget but is open to both time and materials as well as fixed cost pricing models. The state currently uses a mix of on-premise and cloud-hosted applications and is open to cloud-based solutions, with the requirement that all data must reside within the continental United States.

and just a quick bit about the staff that I have. For the agency we consist of seven state employees. And seven contract employees that provide the support for the different applications for the agency. Now I'll pass it on to Ashley for her introduction.
DWS-CHEY-r-BIU: Yes, we can hear you now. Thank you.
DWS-CHEY-r-BIU: Thank you, Ashley. Don
00:10:00 DWS-CHEY-r-BIU: Okay, so with all of that, we're just going to have everybody introduce themselves. And then we'll get into the general questions. This is more again. Just a question and answer session that makes it easier than doing it through email and posting on there. Peace site everybody that's in attendance today again demand. The meeting is mandatory. So everybody attendance today will be allowed still to submit a proposal that they choose with that and if I mess up some of these names, please forgive me. So I'm just gonna go from top of the list. And the first one is socotra. Sorry if I mispronounced that.
Victor Valenzuela: But no worries. It's dick Valenzuela with socotra. Have a handful of attendees here.
DWS-CHEY-r-BIU: Okay.
Victor Valenzuela: We also invited five Sigma labs to join us. So those reps are with co's in terms of presenting socotra's policy Administration all lines of business, but were especially interested in this particular effort here today, so, I hope that works for everyone.
DWS-CHEY-r-BIU: No, thank Appreciate it. All right Geographic Solutions.
Jeff Fitzgerald, Geographic Solutions, Inc.: Just Good afternoon, or good morning or good afternoon, Jeff Fitzgerald.
DWS-CHEY-r-BIU: Thank you. and IBM
Connor Woods: Hey everybody, Connor Woods. I'm the data in Ai and business automation team lead at IBM supporting the state of Wyoming. You'll see some reps in here from the day have group as well. We are partnering to pursue this opportunity as well, and we're really looking forward to getting some more details today.
DWS-CHEY-r-BIU: Great. and origami risk
DWS-CHEY-r-BIU: Thank you. And clear AI.
Leslie Sargent: Good morning. My name is Leslie Sargent. I'm with clear AI also offers a policy and claims platform particularly suited for workers compensation with Native AI.
DWS-CHEY-r-BIU: Thank you. And they have group.
DWS-CHEY-r-BIU: Thank you. Sigma labs
DWS-CHEY-r-BIU: Okay. Thanks. sapiens
DWS-CHEY-r-BIU: Thank you. verocity Consulting
DWS-CHEY-r-BIU: Okay, great. Thank you. It looks like Mass Tech.
DWS-CHEY-r-BIU: Thank you. And try not to repeat anybody five Sigma labs. Brandon's sorry, we already got you guys. CGI
DWS-CHEY-r-BIU: Okay. Thank you.
DWS-CHEY-r-BIU: Coastal
00:15:00 DWS-CHEY-r-BIU: Thank you. in time Tech
DWS-CHEY-r-BIU: Thanks. and a guide wire
DWS-CHEY-r-BIU: Thank you. Salem Consulting
DWS-CHEY-r-BIU: Thank you. On the low take Consulting Deloitte.
DWS-CHEY-r-BIU: Thank you. And I think we heard from Salesforce right Richard.
DWS-CHEY-r-BIU: Okay, thanks. And that's what I have is altavahn group.
DWS-CHEY-r-BIU: Thank you. All Is there anybody we missed that may joined late? That didn't chat their company name? Okay, Alan, go ahead.
DWS-CHEY-r-BIU: And is there anyone else?
DWS-CHEY-r-BIU: Okay, I think we've heard from everybody again. Thank you everybody for joining today.
And again, this is really just a questions that we can field from. Everyone on the call that we may not be able to respond appropriately in a text or website. And so we'll open it up to questions. And we can try just verbal at first, but we can start getting a few we can start raising hands and we go down the list that way.
So, excuse me.
DWS-CHEY-r-BIU: and we can start with a quick summary again what we're looking for and see what kind of questions that absolutely we can put questions in the chat. No problem. so we're looking for an all-in-one Solution on pretty much called a SAS solution these days. We have grown from Mainframe premise to Cloud as those years have gone by though we keep needing more Partners as they call it or contracts different license agreements basically to keep our entire unit running for all of our work comp Solutions.
DWS-CHEY-r-BIU: procurement and other rules, we get questions why we do 10 15 different contracts a year and license renewals, and we're really trying to see what's out there. That can allow for one true solution and have one true company solve. As many of our business processes as possible. And that's what's prompted this RFP and we just wanted to see what everybody had to offer. And look forward to hearing from everybody when the RFP is due.
DWS-CHEY-r-BIU: Yeah, so let me.
DWS-CHEY-r-BIU: Amy I saw that you joined Amy McDowell, can you introduce yourself in the company that you're with?
00:20:00 DWS-CHEY-r-BIU: Just want to make sure we didn't miss any of the companies out of attended today.
So, thank you.
DWS-CHEY-r-BIU: Alright, so the first question I see was our license spend for all of our different applications. I honestly don't have that data in front of me.
DWS-CHEY-r-BIU: I honestly don't know I can get back to you. And again that's probably happens for some of these questions is we'll have to get
DWS-CHEY-r-BIU: some research or data in order to answer these questions directly. I know it's probably in the millions, but I don't know how much exactly so sorry about that.
DWS-CHEY-r-BIU: Can you speak to the migration needed for this effort volume Etc?
DWS-CHEY-r-BIU: So the biggest thing for migration is, of course we're not looking at any applications.
So just The Oracle raw data is around a terabyte. And we also have what we call Imaging data, which are basically all documents related to the claim. And there's about five terabytes of that data, which is in. 70 80 million range of documents. So that data would somehow need to be migrated. But I hope that answers the question.
DWS-CHEY-r-BIU: Are you looking for an existing solution or complete new software developed? we obviously know new development could take longer, but we're open to either solution.
DWS-CHEY-r-BIU: I think that's all I see so far in the chat.
Leslie Sargent: Good morning, Mrs. with Claire AI I'm curious and…
DWS-CHEY-r-BIU: Yes, go ahead.
Leslie Sargent: understanding what you do today for medical bill review. Are you using An outside vendor, are you doing it internally?
DWS-CHEY-r-BIU: This is Kelly. So we do use an outside vendor a third party for the bill review and the pharmacy benefit management system.
Leslie Sargent: Is that Walters cluer for the medical bill review?
DWS-CHEY-r-BIU: No, but we do use Walter's core for determining fee scheduling.
Leslie Sargent: Okay.
Leslie Sargent: I was curious about the requirement of fee scheduling in particular if you're using a third party vendor for the medical bill review. What are you using the fee schedule to do?
DWS-CHEY-r-BIU: So the state of Wyoming so workers compensation by Statute has a fee schedule that we follow so by rule and…
Leslie Sargent: right
DWS-CHEY-r-BIU: reg and so that information is shared with the third party Bill review as well as looking at, walterscore even Medicaid Medicare for rates, especially when it comes to air ambulance. So let's you know to follow him hick picks coding.
DWS-CHEY-r-BIU: and I'm just trying to think of all of it right off the top of our hit my head but
Leslie Sargent: I just wanted to make sure that your adjusters are not adjusting bills with the fee schedule themselves.
DWS-CHEY-r-BIU: No. No,…
Leslie Sargent: Okay. Thank you.
DWS-CHEY-r-BIU: absolutely, absolutely not. So it's the licenses we purchase for all of those that are built within the application to them, determine what the payment is based on, the college.
Leslie Sargent: Okay. Thank you.
DWS-CHEY-r-BIU: So yeah, the third party will review that and make sure
DWS-CHEY-r-BIU: Based on their review, but yes within the actual. claims part of the application that fee schedule is built in
Leslie Sargent: Thank you for the For the state auditor office, is that an important export or For the both.
DWS-CHEY-r-BIU: it's both.
Leslie Sargent: Okay. Thank you.
Leslie Sargent: And the same for the Department of Family Services Department of Health and the W the unemployment insurance is those interfaces Imports exports are both.
DWS-CHEY-r-BIU: They are still a manual process of an important export through an FTP site.
Leslie Sargent: Okay, but data is coming in and out of your current application.
DWS-CHEY-r-BIU: Yes, it's still kind of a manual process. We just use a batch server. Some of the data is manually touched by our internal staff to get it back to DFS or Department of Health.
Leslie Sargent: Okay.
DWS-CHEY-r-BIU: But yes the most part it's not fully automated which is certainly something we're looking in. out of this proposal
Leslie Sargent: Okay.
Leslie Sargent: Thank you.
00:25:00 Leslie Sargent: So the other thing I noticed was the request for a reserving solution and I just wanted to talk about that a little bit more is that are you looking to predefine preset reserves based on specific criteria? Are you looking for predictive modeling? What kind of solution are you looking for there? Okay.
DWS-CHEY-r-BIU: all of the above Yes, we've had previously, reserving vendor that. Over the years then didn't support you making those predictions looking at our history and…
Leslie Sargent: Okay.
DWS-CHEY-r-BIU: being able to keep up with that and reserve for the history of Wyoming claims. So it's
DWS-CHEY-r-BIU: You're fine. Thank you very much for the questions.
DWS-CHEY-r-BIU: All Looks like we had a couple more come in.
Ashley Moore: Approximately, how many claims do you process per year?
DWS-CHEY-r-BIU: And I should have looked this up to start with we have roughly 50 claims Adjusters.
And on average we get about 9,750 new reported injuries a year.
DWS-CHEY-r-BIU: I don't know exactly how many I claims, if you're running the number of bills the number of Indemnity. I would have to get back to you on that. there are
DWS-CHEY-r-BIU: more so, roughly about 99,750 new claims. So we have more open and active claims in that by Statute a claim is open for the life of a claim. So as long as Medical Care, the individual receiving is related to the injury. We will continue to pay that for the life of the claim. We do not. Settle claims in Wyoming, for that specific reason just to try to give them a sum of money so that they take over payment themselves.
Ashley Moore: And yeah, I'm going to keep going down the list Paul and Kelly. It doesn't matter.
DWS-CHEY-r-BIU: Yeah, if you want to write Canada.
Ashley Moore: was just trying to keep track of them here.
DWS-CHEY-r-BIU: No, thank…
DWS-CHEY-r-BIU: Yeah, I had to scroll back up quite a ways.
Ashley Moore: Okay, the next one looks like do we have to stay here for the full two hours to be qualified to bid on this opportunity?
DWS-CHEY-r-BIU: So no, you do not have to but any questions and answers from this meaning will not be posted to the site. So it's to your benefit, I guess to stay here for the full time, unless you feel all your Questions have been answered.
Ashley Moore: And then the next one. What is your budget?
DWS-CHEY-r-BIU: So currently we are open we don't have a budget per se obviously we have our current expenses that has been budgeted but again because of what we're looking for we understand that price will vary so depending on the amount and the selected winner. We have internal processes that we would work through to get approvals above and beyond what we're currently spending.
DWS-CHEY-r-BIU: And yes that includes legislature and things like that and the worst case scenario if it's a lot of extra money, we may have to go through a budget cycle to get those funds. But again, it just depends.
Ashley Moore: Okay, the next one. Can you please repeat approximately how many documents will need to be migrated?
DWS-CHEY-r-BIU: I want to say around 70 million. We're actually getting ready to go live with an upgrade of that product this and two days. I should know that number, but I know it's 50 60 somewhere around there million. By City And did you say yeah, it only equals about four to five terabytes. I shouldn't say only but it's a lot big. and the reason we have so many documents is because for essentially the life of claim we have to retain all records related to that claim.
00:30:00 Ashley Moore: The next question. I think someone just joined. Do we want to get their name and their company just to include on the attendance here?
DWS-CHEY-r-BIU: I saw that JJ just joined the meeting. Can you introduce yourself in the company that you're with?
DWS-CHEY-r-BIU: Thank you. I just want to make sure we don't miss anyone.
Ashley Moore: So what is the current imaging software being utilized today? Are you looking for a replacement tool open to leveraging the current platform?
DWS-CHEY-r-BIU: So the current applications, we actually use two different ones one is ICN and one is quick works. We are open to leveraging the current tool. But again back to we want the winner to have them as a partner so that we are not involved in the contract process.
DWS-CHEY-r-BIU: Navigator that's great.
DWS-CHEY-r-BIU: So it's currently stored they're not really internal the state has what's called ETS, which is the Enterprise technology services and they basically are it for the Allstate agencies. So they have provided us with An arena, I guess you could say for all of our servers. So we basically have two Central servers that store all of that data. So we would have a little more control of that data if that's kind of where the questions going to assist with migration.
Ashley Moore: Okay.
DWS-CHEY-r-BIU: that just Imaging very good and they're just
Ashley Moore: Okay, the next question is what is the format of documents to be migrated?
DWS-CHEY-r-BIU: so they are all PDFs and tips.
Ashley Moore: And then the next one looks like it relates to section 2.3.4 of the RFP. And it's read or…
DWS-CHEY-r-BIU: patient
Ashley Moore: speaking to the ability to flag discrepancies between wage reports and Industrial classification. So the first question is there a comparison of wages the insured reports versus expected from industrial classification?
Brian Lackore: Yeah, I guess I'm just trying to get more clarification. Where's that data coming from and what are we comparing? So we're comparing the wages. They reported to expect it is what I'm assuming.
Is that correct? and…
DWS-CHEY-r-BIU: Yes.
Brian Lackore: is there like a threshold plus or minus 20% from the industrial classification? I guess maybe I'm solutioning it too far in advance, but just trying to get more information. Where's this data coming from and how are you comparing it to what's on the policy?
DWS-CHEY-r-BIU: This helps anything how to answer. every employer is required to submit their wage listing we do bump up against the unemployment insurance system.
Brian Lackore: Yep.
DWS-CHEY-r-BIU: We share data.
Brian Lackore: Okay.
DWS-CHEY-r-BIU: So there's a comparison that can occur there to make sure they're reporting so could some employers have to report both to unemployment insurance and workers compensation. so there's that comparison there to be able to make for proper reporting that they're not giving us one wage and…
Brian Lackore: Okay.
DWS-CHEY-r-BIU: the other agency another wage now against the next classification
DWS-CHEY-r-BIU: I mean so the employer has to within their registration indicate the different Industries they work in so then the classification is assigned to those. Essentially based on the review an injured part comes in. They work in a classification that the employer doesn't. Indicate on their policy that there's work so that would then become an audit that would be done. To assure that they're properly reporting the classifications and the number of employees under that classification. Does that make sense?
00:35:00 DWS-CHEY-r-BIU: It would be the next code.
DWS-CHEY-r-BIU: Yes, I believe. Yeah.
DWS-CHEY-r-BIU: That's all No, thank you. And I'll try to provide as much detail as I can.
DWS-CHEY-r-BIU: Currently the injury reports are submitted through paper or the employer will email them to the agency. Then that information is downloaded into the current claims management system.
we have previously had an online reporting system. So there were Issues, so we are looking to get back into that to be able to have online filing of the injury report. We accept electronic signatures.
DWS-CHEY-r-BIU: Hope that answers everything.
DWS-CHEY-r-BIU: Honestly right for what we currently do is been put to the back burner because we have other Enhancements that need to be put in taking upgrades of the application. So unfortunately over the years it just gets put to the back burner because we do have a workable solution at the moment, but we would like to be able to provide the customer more ease of use.
DWS-CHEY-r-BIU: So essentially no ETA honestly sooner the better, but we'll get there eventually.
DWS-CHEY-r-BIU: Yes.
DWS-CHEY-r-BIU: So they would be able to report the incident. They would were hoping we currently have a platform that we call peers that allows them to look up, what the status of their claim. Meaning the injure Port they filed they can get information on medical reimbursements due to them and they're Indemnity payments the amount when they're coming. So at least those features that we currently have we would want to continue with.
Ashley Moore: Okay, the next question that was posted in the chat. Is there a preferred cloud provider for the state of Wyoming?
DWS-CHEY-r-BIU: If it's completely hosted solution outside of the state, we do not have a preference as far as I know right now ETS. We have many vendors with Azure and AWS. And again, as long as they meet all the security protocols, I don't see. Flying multiple and even on site is allowed as well. So
Ashley Moore: Okay, and then it looks like the next two questions that were posted in the chat come from section 2.3.5 of the RFP speaking to the compatibility to process extraterritorial coverage and proof of coverage. The first question is I would assume that this is where out of state cover.
DWS-CHEY-r-BIU: Yes, it is.
Ashley Moore: Age okay and then the follow-up question to that is can you provide an example of how this functions today?
DWS-CHEY-r-BIU: All right. I'm sorry to think about this. So. It would be an employer who doesn't have their primary residence, in Wyoming so out of state employer who has, a job site within Wyoming. and they bring employees with them or they hire. Individuals within the state of Wyoming they're able to provide work on coverage from the state that they come from to cover the individuals working for them when Wyoming
00:40:00 Brian Lackore: Okay, that's what I thought. I live in Colorado. So assuming I'm a contractor I own a drywall business.
DWS-CHEY-r-BIU: Yes.
Brian Lackore: I'm doing drywall work up and lare me I come up.
DWS-CHEY-r-BIU: Yes.
Brian Lackore: I have coverage in Colorado. I provide you with proof of coverage. is that electronic now or you just getting a Certificate of Insurance like a PDF work document or is this an integration? I just wanted to get some further specific some if you have any desired States.
DWS-CHEY-r-BIU: I'm just trying to think right after obviously. the more, electronic obviously for more ease of uses, anything that we would, definitely want to consider currently I know the employer just has to provide proof of that coverage. I do not believe it is, electronic we would receive the information from the Colorado carrier electronically into us. So I believe it currently would have to be in a documented form somehow whether it's email back mailed.
DWS-CHEY-r-BIU: You're welcome.
Ashley Moore: Okay, the next question in the chat, how much does employer pay for each worker's comp insurance?
Ashley Moore: Or insurance for workers compensation. Is it a percentage of how much they pay their employee?
DWS-CHEY-r-BIU: No, it is not necessarily a percentage of what they pay. so
DWS-CHEY-r-BIU: I think so, premium base. We have one of the lowest rates in the nation. So yeah, they provide.
DWS-CHEY-r-BIU: What they pay? Course along with the different classifications how many people are within those classifications? And the actual formula determine what they pay is a split plan experience modification rating. So it takes into account number of injuries and the severity of the injury all built within that formula to determine the rate that they pay whether it's above or below the industry classification rate.
DWS-CHEY-r-BIU: Very complex. It's all by Statute and that formula, is put into the current application to determine those percentages.
DWS-CHEY-r-BIU: I believe yes, I will have to take that as a follow-up question to ETS.
DWS-CHEY-r-BIU: Sure.
DWS-CHEY-r-BIU: Yes. Yes.
DWS-CHEY-r-BIU: I think in order to go live with the portal the data t during migration, could stay in place.
So the public could still use peers.
DWS-CHEY-r-BIU: at go live I don't think it'd be the end of the world that the reporting or the Pierce function wasn't functioning. but because of
DWS-CHEY-r-BIU: I would almost say we wanted to be part of go life because the public likes to complain to the governor's office. yeah, but I think this start with The current platform could be utilized to then transition to something the fender would have as a portal but I mean not necessarily we could continue with the peers application. It's just the ETS isn't supportive of adding any other features to the current application. So it will be more beneficial for the selected vendor to be able to develop something within their application to eventually take over.
00:45:00 Ashley Moore: Okay, those were all of the ones I believe that were posted in the chat if anyone else has any additional questions or anything that was missed.
Brian Lackore: Sorry, I just threw one in.
Leslie Sargent: I did have.
DWS-CHEY-r-BIU: Thank you.
Brian Lackore: Go ahead. Whoever was jumping in sorry didn't mean to.
Leslie Sargent: That's right. Brian. Go ahead. We'll go after you.
Brian Lackore: No, I just put it in the chat two three dot nine. There was the question about the technical claims for non-registered employees is this during the claims adjudication process where you're trying to document and specifically, put in different buckets, the costs with judiating the claim for an injured employee out of state or would this be also to get the medical care and resolve their claims, I guess I was just curious about what this question was asking and what specific Fields you're looking to document and populate.
DWS-CHEY-r-BIU: Okay, so, claims cost liability. So what that currently covers is. We receive an injury from a climate who is injured in a required it's required extra hazardous coverage. So all Employers in the extra hazardous industry must have coverage with the state of Wyoming. We receive an injury report and that employer has not registered for coverage. We have to send them the registration packet. They must register. Because they were not registered at the time that injured worker was injured. That claim is considered claims cost liability and the employer has to pay 100% of the costs. two workers compensation for the life of that claim because
Brian Lackore: Okay.
DWS-CHEY-r-BIU: they weren't registered at the time now if they were registered then they would just be paying based on premium, but Because they weren't. This becomes in a claims cost liability. So they would receive a billing for every 100% of the medical and indemnity paid on the claim.
Brian Lackore: Okay.
DWS-CHEY-r-BIU: and So within the application have to be able to track which claims are within that time period now once they do register Any injuries after that would be Paid based off of Premium, but they would still continue paying a hundred percent of the costs on that prior claim.
Brian Lackore: So based on just wanna reiterate this based on what you'd said, it sounds like then the claim would not be covered because they were not registered but what you're doing is tracking the costs associated with that that are going to be attributed to the employer.
DWS-CHEY-r-BIU: No.
DWS-CHEY-r-BIU: The claim will be covered because that all employees working in an extra hazardous industry. Their employers are required to have coverage. So we pay all the claims that for the medical and the indemnity and then build employer to pay it all back.
DWS-CHEY-r-BIU: Correct.
DWS-CHEY-r-BIU: And thank you.
Ashley Moore: Leslie you want to go ahead and jump in and then we'll get back to the questions in the chat.
Ashley Moore: Okay, so the next question then in the chat is can you elaborate on what you'd like peers to do in addition to current functions?
DWS-CHEY-r-BIU: goodness. So what we call Piers application it allows our health care providers our Injured Workers and our employers to be able to look at a status of a medical bill the indemnity payments.
DWS-CHEY-r-BIU: truly Within a portal situation we would like to be able to have filing of the injury report for the employer online registration and payment of all of their fees, which is premiums delinquencies.
claims costs liability
DWS-CHEY-r-BIU: also within there this portal we would like to be able to send all correspondence. That workers compensation issues to all customers through that portal. And be able to then send them either.
Text or email notifying them that they have a new document. And if that document required any additional information, we send them a form they need to complete the form or it's something they need to sign off on the ability to do that entry and signature and for that information to them be able to be sent back into the main application.
00:50:00 DWS-CHEY-r-BIU: In just a piggyback on that real quick. Here's does. Most of those things already minus the big three that we're looking for, which is the online application or first report of injury. And then all of our correspondence like she said we were truly trying to go completely paperless and stop our daily mailings.
DWS-CHEY-r-BIU: so those are the two biggest ones that appears is not doing and then the last one is employer reporting. And their payments as well, so currently they report to our under unemployment insurance and then they send us over that data. We would still like a portal available for those employers to log in and register their quarterly or monthly reportings.
Ashley Moore: Okay, the next question. What is your expected go live timeline?
DWS-CHEY-r-BIU: We know this is a big application. So I mean right now we're telling exact staff that two years I feel could be doable. But again the selected vendor and in their responses, we would entertain all offers. I mean, honestly, we're not really sure how big this is. So two years would be great.
Ashley Moore: Next question that was posted in the chat as ETS has moved to platforming will those preferred platforms receive additional points in scoring?
DWS-CHEY-r-BIU: now because honestly the selected vendor would not really have I would say relationship with ETS because we are looking. For a complete SAS solution. So that's currently one of the issues we have as we have different systems All over the place with different vendors and Nathan's really tight together. So really hoping to get away from the hosting gig as you would say in which includes ETS that we want the vendor to do everything.
Ashley Moore: Okay, and then going back to the question that I believe both Leslie & Lauren had what is utilized today for electronic signatures?
DWS-CHEY-r-BIU: Actually knows about this one. So right now we are just starting the process for DocuSign. And again, that's because they have a contract with the state. And it still requires us to have our separate license agreement. And then again, that's an area. We're trying to get away from so.
DWS-CHEY-r-BIU: The current vendor that is selected has a relationship with another online signature.
We would support that again. That agreement would be between those two companies.
Ashley Moore: Okay, and then it looks like the last question I believe in the chat for right now is will this call recording or transcript the available?
DWS-CHEY-r-BIU: I think Ashley we kind of touched on that this morning. I think we can I'm not sure. We just share it with everybody. On the call or if we post it back online, but of course we got to make it available because we're not all going to remember all these questions.
Ashley Moore: Yeah, we'll have to check with our state procurement office on the proper procedures just because they're the ones that would handle any of that. So if this is available it would be available on the public purchase website. If not, we'll see what we can do to at least get some other questions written up and posted to that public purchase web.
Ashley Moore: Site and what it looks like one more just came in. Are you looking for o&m support beyond go live. It's so how long
DWS-CHEY-r-BIU: Yes, we're definitely looking for support after go live, the product life cycle of any software application. There should be upgrades and updates and five year cycle of a major upgrade at least so yes, we're definitely looking for support after go life.
00:55:00 Ashley Moore: Okay, and that looks like that's all for now. Unless anyone else has some questions they want to hop on and voice
Ashley Moore: Looks like Lauren just put in a chat. Do you have a preference of time and materials or fixed costs?
DWS-CHEY-r-BIU: I think time materials works best. I mean, we really don't have a preference. And again, this is most of our contracts correctly if I'm wrong actually our time and materials but I don't think we have a preference list. You have anything else you want to add to that actually?
DWS-CHEY-r-BIU: Makes sense. Thanks.
Colleen Adams: Hi there, this is Colleen Adams proposal manager with Geographic Solutions. I do have one quick question related to The Proposal format and content section. I don't see anything in that section that actually references the scope of work and requirements and specifications in terms of where exactly you would want to see responses to those within the format. Can you elaborate on that?
DWS-CHEY-r-BIU: I'm trying to think I don't have the RP up here in front of me.
DWS-CHEY-r-BIU: Sorry, I'm gonna probably just answer this generally from other rfps. I've been on I think the response itself that they cover the material. As referenced in the subsection or section and you almost like a question answering me. I know sounds a little silly but I've pretty good detailed what we're looking for in the RFP. So if there's a responsive each line or line item, that is acceptable. Absolutely.
DWS-CHEY-r-BIU: Yeah, and I think all the reviewers will have their own way of scoring but I definitely like it when I can point out if a section was covered or not from the RFP. Yeah.
DWS-CHEY-r-BIU: All I don't think I seen more questions again. If you guys think of any after we hang up, please post them the way you have been and we're trying to be as responsive as possible to those. I do count three. Questions. We need to follow up on that will post that as a question and answer on the RFP site. One was regarding the license costs. One was the state ramp. And the last one where will this transcript be posted? So those are my three follow-up questions. I will. Get to hopefully within 24 to 48 hours.
DWS-CHEY-r-BIU: right Okay.
DWS-CHEY-r-BIU: That louder have Ashley. So last question that was just posted. Can you speak to any of the AI capabilities you would like in the future state?
DWS-CHEY-r-BIU: right now we were not embracing AI as a state. They ETS just put out a policy last month or even this month. and even week as employees aren't allowed to use it with our state accounts if employees are using it with their personal account that's different. We can't control that So actually interacting it, again, we know chatbots and things like that which we've requested. That's all AI based and we don't have an issue with that at all. But otherwise in general, the staff themselves wouldn't be interacting with this except for possibly chats. So I hope that answers the question.
01:00:00 DWS-CHEY-r-BIU: I will say yes, it's allowed. Again, some of the chatting software we've looked into it.
That was one the hurdles we ran into is because our data being hosted within the state but then the third party company hosted outside the state those chats need to grab data in order to answer those questions. So that's where we ran into a lot of roadblocks. So if the application itself Again, as a One-Stop shop in it. It's getting the data from outside the state and back to that computer per se then there's no issue with that.
DWS-CHEY-r-BIU: Yeah, we've had a couple questions about hosting and we just want to make sure yes there. no matter who we select and where the data is hosted or where the vendors headquarters are the data that Has to reside within the continental United States so they ETS will not allow a vendor to have a contract with us of any data is hosted us overseas.
DWS-CHEY-r-BIU: Thank you, Steven that I was. Saying that we needed to mention as you were asking that question.
DWS-CHEY-r-BIU: Hopefully I like to say some of this Ashley though. I'll go ahead and just a little bit information as we indicated in the RFP. The state of Wyoming is a monopolistic state fund. So essentially.
As I mentioned every employer and extra hazardous industry is required to have coverage. So we don't technically sell policies.
DWS-CHEY-r-BIU: There's one other thought I wanted to mention but obviously, adaptable to the type system
DWS-CHEY-r-BIU: there's one other thing I Was thinking I would mention and now I don't remember.
DWS-CHEY-r-BIU: It will come to me.
Ashley Moore: Just to be sure that we answered all of the questions that were posted in the chat. I was trying to keep track of them as we went but I just want to make sure that we didn't miss any did anyone not get their question answered that was posted in the chat.
DWS-CHEY-r-BIU: I'm gonna take as a follow-up ice. I believe the answer is yes, but I want to make sure.
Ashley Moore: And then it looks like there was one more. That was also just posted for employers that didn't have coverage in an extra hazardous industry. Do you want them to be able to pay online?
DWS-CHEY-r-BIU: And so indicating you that employers who are in an extra hazardous industry required to have coverage. We do also allow those employers who are unquote optional coverage. So sales, To actually apply for coverage. So they don't have to go to another entity for their coverage. They can have covers what the state of Wyoming even though they're optional.
DWS-CHEY-r-BIU: And yes, we would love to have all employers be able to make their payments online electronically, ACH. credit card Whatever potential option there would be.
DWS-CHEY-r-BIU: we
DWS-CHEY-r-BIU: do not have a car online payment process. So we're looking for the selected vendor to provide that solution.
01:05:00 DWS-CHEY-r-BIU: The integration, obviously within the application and with our state auditor's office for geocoding purposes the financial. piece of how much the agency is spending and receiving
DWS-CHEY-r-BIU: so yeah, so the data is shared through, import exports of those payments with the state auditors office. Is that what gear? Asking for how much more detail?
Steven Lock-Campbell - Veracity Consulting, Inc.: Regularly. Yeah,…
DWS-CHEY-r-BIU: Not sure.
Steven Lock-Campbell - Veracity Consulting, Inc.: So I'm just wondering if it's like an sap Financial system. Would we look to go with a direct API connection or is the auditor's office still looking for the Policia? So you shake your head there for the export? They probably don't want to connect directly to your system if I had to guess.
DWS-CHEY-r-BIU: Yeah, and again by time, life happens. Maybe They'll catch up with technology, but currently it's really a manual process that it's basically a large XML file is sent to them and sent back to us and then it goes out to our banks for the debit cards or it's automatically generated to the individual to receiving a check from the Sao office. So basically, that's all you just think of it as a bank except it's for the state only and everything has to go in and out through theirs being quote unquote. So Again, right now the way we're doing it and it doesn't mean there's might be an easier way, but it's a batch process that grabs the data sends it over and then sends it back to us. It's automated but and they do not as of now allow a direct API from outside the state Network.
DWS-CHEY-r-BIU: on twice a week So yeah, they do payments twice a week.
DWS-CHEY-r-BIU: Yes, yes.
DWS-CHEY-r-BIU: and payments, so they'll be Indemnity payments and potentially any payment back to an employer.
DWS-CHEY-r-BIU: part of new solution is trying to integrate all of this as One type of payment but I know that's dreaming. Because currently we allow Health Care Providers and Injured Workers to receive their payment by EFT. Healthcare provider can also still receive a paper check engine workers now also have an option.
DWS-CHEY-r-BIU: Actually of either electronic funds transfer or debit card we're trying to cut back on the number of checks that are issued. Obviously for cost savings and quicker payment time.
DWS-CHEY-r-BIU: Or the debit card payments to Injured Workers our current vendors US Bank and that's a contract outside of this request for proposal as it's an agency contract because our unemployment insurance system also uses US Bank for their payments.
Brandon Littles: So US Bank would have to be the parent for this new Venture as well and provider.
DWS-CHEY-r-BIU: Preferably. Yes.
Brandon Littles: Okay.
DWS-CHEY-r-BIU: Good. 40
Ashley Moore: And I don't see any other questions that have popped up in the chat.
Ashley Moore: Paul Kelly do you both have anything else that you want to share as it relates to? The RFP or do you think we've got that piece covered?
DWS-CHEY-r-BIU: I think we're good Appreciate all the questions and definitely. Steven has another question. Okay, go ahead Steven.
Steven Lock-Campbell - Veracity Consulting, Inc.: Yeah, sorry guys.
01:10:00 Steven Lock-Campbell - Veracity Consulting, Inc.: I lost it. My apologies been one of those days already.
DWS-CHEY-r-BIU: you're
Ashley Moore: That's And as Paul mentioned if you have any questions that you think of after the proposal feel free to post them on that public purchase website and we'll get back to you on hopefully barely quickly. I know there's a few that we're posted over the weekend and early this morning that we haven't gotten posted back yet. But watch for those responses. And then we'll follow up with procurement on the question from this conference and see how I need to go about posting notes.
DWS-CHEY-r-BIU: Sounds good. All again, I think everybody for your time and asking all the great questions and look forward to hearing from everybody.
Leslie Sargent: Thank you very much.
DWS-CHEY-r-BIU: Thank you.
Victor Valenzuela: But thanks.
Brandon Littles: What cheers?
DWS-CHEY-r-BIU: Thanks, Ashley for helping us.
DWS-CHEY-r-BIU: Stay until everybody hangs out.
DWS-CHEY-r-BIU: Yeah and recording and transcription. I just Hang up. Okay, but that should stop doing.
Yeah, I'm still shows in the corner. don't
DWS-CHEY-r-BIU: I'm just waiting for everybody to hang out.
DWS-CHEY-r-BIU: hello, and
DWS-CHEY-r-BIU: thing as I was just staying on until everyone hung up. This is one of the vendors recording system. So I don't know if it knows to leave the meeting yet.
Ashley Moore: I'm going to go ahead and stop the Rope wording.
DWS-CHEY-r-BIU: that If you can, I know it Paul had to turn on the transcribing I couldn't.
Ashley Moore: Okay.
DWS-CHEY-r-BIU: All Yeah, they're recorder turned off now.
Meeting ended after 01:12:49👋
