About this file

This document is an RFI (Request for Information) issued by NASA Goddard Space Flight Center for the Near Earth Orbit Network (NEON) Program's Sounder for Microwave-Based Applications (SMBA) Instrument. The RFI includes draft documents such as the Statement of Work, Contract Data Requirements List, Instrument Mission Assurance Requirements, and Performance Requirements Document. The purpose is to allow industry to provide feedback on the reasonableness and feasibility of the requirements to improve them for the upcoming Request for Proposal (RFP).

The SMBA Instrument is intended to serve as the backbone microwave sounder for the NEON program and will include enhanced capabilities such as Radio Frequency Interference detection and hyperspectral features. NASA is hosting an overview briefing on April 18, 2024, and industry is encouraged to schedule 1-on-1 meetings to discuss the draft documents. The draft RFP is expected to be released in Q2 FY25, with a final RFP in Q3 FY25 and a contract award in Q3 FY26. Preliminary comments on the RFI are due by May 2, 2024.

Ground Rules

• The NOAA/NASA team cannot have any technical discussions with vendors outside of full group discussions and one on ones

• Information provided to one industry partner must be provided to all industry partners

– Questions will be posted anonymously

• The final chart deck from today will be posted on SAM.gov

SMBA Implementation Phase RFI Overview | April 18, 2024 3

Implementation Phase RFI Overview Welcome

• We are using today to

– Elaborate on the government’s thinking behind the documents that were released with the SMBA

Implementation Phase Request for Information (RFI)

– Answer questions industry partners might have

– Foster discussion on the SMBA instrument

The SMBA Implementation Phase Statement of Work (SOW), Contract Data Requirements List (CDRL), Performance Requirements Document (PRD), and Instrument Mission Assurance Requirements (IMAR) as well as other information included in the Request for Information are available on SAM.gov at the following link:

SMBA Implementation Phase RFI Overview | April 18, 2024 4

Next Generation Backbone Microwave Sounder

• As the requirements reflect, SMBA will serve as the backbone microwave sounder for the NEON program.

• SMBA will be Class C

• Planning to include:

– All ATMS channels plus 118GHz and 229GHz channels

– Radio Frequency Interference (RFI) detection and hyperspectral capabilities

– Intercalibration performance

• Ongoing Phase A studies are informing requirements

Capabilities driven by the science community’s needs as described in the following reports

– Systems performance Assessment Team (SAT), Boukabara, S.(chair), Gallagher, F.(co-chair). [Scientific Guidance for potential study and design of Microwave Sounder (for SounderSat and GEO-XO)]. Retrieved from NOAA/NESDIS Center for Satellite Applications and Research. September 17, 2020.

RFI Information

• Two documents updated since the Phase A study Request for Proposal (RFP)

– Performance Specification Document (PSD) PRD

– IMAR

• Two new documents at this RFI

– SOW

– CDRL

• Preliminary comments due in 10 business days

• One on ones welcome and can continue past the 10 business days response window

Questions to Consider

1. Which things were unexpected? Why?

2. Which changes would you like to see? Why?

3. How would you like to see multiple flight units written in? Why?

4. Is this what you expect to see for class C? If not, what would you change?

• We have completed a peer review with GSFC Chief Engineers and understand that more work lies ahead.

• We realize that some of our documents may currently skew toward Class B rather than Class C.

We sincerely welcome feedback and suggestions!
