Section 1: User & Data Metrics
1. What is the total number of registered and anticipated active users for the Learning Management System
(LMS)?
We are in need of 3,000 student seats annually.
2. How frequently are users expected to access the system?
Since many of our courses are policy mandated and our students are located throughout the world, the system needs to be operational 24 /7.
3. What is the approximate volume of data that will need to be migrated?
It is hard to say an exact file size, but it is 5-years worth of courses and 11,000 students that would need to be migrated.
Section 2: System Integration and Management
1. Are integrations with other systems (e.g., HRIS) required? If so, which ones?
There needs to be an access point for students to be able to register for courses, generate a certificate of completion, as well as monitor metrics.
2. Will your training team be responsible for the day-to-day management of the LMS after implementation?
The training team would manage the day-to-day activities after the initial implementation of the SaaS.
3. Is Fed RAMP certification required?
No, FedRAMP certification is not required.
Section 3: RFI & Future Procurement Procedures
1. Will contractor teams who do not submit a response to the RFI still be able to submit a response to a potential future RFI/RFP?
Yes. This is a Request for Information (RFI) for market research purposes only and is not a pre-qualification notice. A response to this RFI is not required to be eligible to respond to any potential future solicitation, should one be issued. However, the information gathered from this RFI will be used to inform the Government’s acquisition strategy and may shape the requirements of a future solicitation.
2. Will copies of the RFI submissions be available through the FOIA process prior to the submission of responses to a potential future RFP?
Submissions received in response to this RFI will be treated as source selection information to the extent authorized by FAR 2.101 and will be protected from disclosure in accordance with FAR 3.104. Additionally, information that is clearly and properly marked by the respondent as proprietary or trade secret will be protected from disclosure under Exemption 4 of the Freedom of Information Act (FOIA), 5 U.S.C. § 552(b)(4).
