About this file

This is a Request for Information (RFI) issued by AMIC Det 2/PKS for Learning Management System (LMS) transition and support services. The RFI number is RFI-LMS-FA7037-2026, issued on 05 March 2026, with responses due by 11 March 2026 at 1600 CST. This is market research and planning purposes only and does not constitute a commitment to issue a Request for Proposal. Respondents are responsible for all costs associated with preparing their responses, and proprietary information will be handled accordingly.

The Government seeks a comprehensive LMS solution to transition from the incumbent Canvas LMS platform currently used by the Air Force Training Team. The agency requires a "white-glove" migration approach due to severe personnel constraints following a significant workforce reduction in January 2026. The Training Team currently delivers 10–15 mission-critical, policy-mandated courses in self-paced and instructor-led formats to a global Intelligence Community audience. A critical requirement is replicating the established Canvas "Catalog" registration workflow, which is deeply integrated into user processes and has proven effective for global access despite firewall restrictions. Respondents must address: (1) detailed transition and data migration strategy from Canvas to the proposed platform with an honest assessment of required Government effort in hours; (2) how the proposed solution will replicate or exceed the "Catalog" functionality while ensuring zero confusion during user transition; (3) technical approach to guarantee 100% mission continuity with no course unavailability during transition, including specific Service Level Agreements; and (4) a comprehensive Rough Order of Magnitude covering annual software licensing, one-time and recurring migration costs, and training and premium support for a base year plus four one-year option periods. Responses should not exceed 10 pages and must include company name, address, CAGE code, and point of contact information, submitted electronically to sabrina.miller.4@us.af.mil and tamia.mccoy@us.af.mil.

REQUEST FOR INFORMATION (RFI)

Learning Management System (LMS) Transition & Support Services

RFI Number: RFI-LMS-FA7037-2026 Issuing Office: AMIC Det 2/PKS Date of Issuance: 05 March 2026 Response Due Date: 11 March 2026 at 1600 CST

1.0 General Information

This is a Request for Information (RFI) only. This RFI is issued solely for information, market research, and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Any cost associated with preparation and submission of data or any cost incurred in response to this RFI are the sole responsibility of the respondent and will not be reimbursed by the Government.

All information received in response to this RFI that is marked “Proprietary” will be handled accordingly.

The purpose of this RFI is to identify sources capable of providing a comprehensive Learning Management System (LMS) solution that can meet the agency’s technical requirements while addressing the significant operational constraints and mission continuity challenges associated with a potential transition from a long-standing incumbent platform.

2.0 Background: Current Operating Environment

The Government requires the continuation of a fully managed enterprise LMS to deliver policy-mandated training across the Air Force Community. The current operational environment is defined by the following critical constraints:

2.1. Mission Criticality and Policy Compliance

The courses delivered via the LMS are policy-mandated requirements across the Intelligence Community. Any interruption in course delivery to the field would result in immediate noncompliance with Air Force policy. The agency has utilized the Canvas LMS for the past five years without issue, and a transition to any new platform presents a significant risk of operational delays.

2.2. Severe Personnel and Capacity Constraints

In January of this year, the Air Force’s Training Team experienced a significant reduction of its workforce. This significant loss has critically degraded the team’s operational capacity. At present, the Training Team does not possess sufficient manpower to execute course redevelopment efforts or provide support for ongoing migration initiatives. A successful transition would require a solution that demands minimal to zero government effort in areas of system administration, content migration, webpage development, and user communications.

2.3. Established User Workflows and Technical Dependencies

The Air Force Training Team delivers 10–15 mission-critical courses in both self-paced and instructor-led formats. For the past several years, the global user base has utilized "Catalog"—the registration component of the Canvas LMS—to manage all course enrollment. This established workflow is deeply integrated into user muscle memory and has been proven to mitigate firewall restrictions and other access limitations for a global audience. Any proposed solution must replicate this seamless, globally accessible registration and delivery workflow.

3.0 Requested Information for Respondents

Interested parties are requested to provide a response that addresses their capability to meet the agency’s needs as described in Section 2.0. Generic capability statements are discouraged. Responses should directly answer the following questions in detail:

3.1. Transition and Data Migration Strategy

Given that the Air Force’s support staff has no capacity for migration efforts, describe your company's proposed "white-glove" methodology for migrating 10-15 complex courses and all associated user data from the incumbent Canvas LMS to your proposed platform. The description must include:

a. A detailed project timeline from contract award to Full Operational Capability (FOC).

b. An honest assessment of all required government actions, including a specific estimate of time (in hours) needed from the limited Government staff for any validation, testing, or approval.

c. A description of how your company will manage all associated transition tasks, including webpage updates and a comprehensive communication plan to inform the user base, without relying on Government personnel.

3.2. Replication of Critical "Catalog" Workflow

The Air Force’s established workflow relies on the Canvas "Catalog" feature for global registration and firewall mitigation. Describe in detail how your proposed solution will provide an identical or superior user experience. The response must:

a. Identify the specific tool or feature in your platform that replaces the "Catalog" functionality.

b. Explain how your solution will ensure continued, uninterrupted access for a global user base behind various firewalls.

c. Detail the plan for transitioning users from the old registration system to the new one with zero confusion or loss of access.

3.3. Mission Continuity and Policy Compliance Guarantee

The primary risk to the Government is falling out of compliance with Air Force policy due to a training interruption. Describe your company's strategy to guarantee 100% continuity of training.

The response must:

a. Detail the technical approach (e.g., parallel systems, phased cutover) to ensure that no course is unavailable at any point during the transition.

b. Outline the specific, contractual Service Level Agreements (SLAs) or performance guarantees your company would offer to ensure no slippage in the migration timeline that could impact policy compliance.

3.4. Rough Order of Magnitude (ROM)

Provide a Rough Order of Magnitude (ROM) for your proposed solution for a base year and four

(4) one-year option periods. The ROM must be fully comprehensive and include all anticipated costs for:

a. Annual software/platform licensing.

b. All one-time and recurring costs for the full "white-glove" migration and transition services described in your response.

c. All costs for training and premium support required to successfully manage the platform.

4.0 Response Submission Instructions

Interested parties are requested to submit a response of no more than 10 pages, not including a cover page.

Responses shall be submitted electronically to sabrina.miller.4@us.af.mil AND tamia.mccoy@us.af.mil no later than 1600 CST on 11 March 2026.

Please include the company name, address, CAGE code, and a point of contact (name, title, phone, and email) in your response.
