About this file

This document is a Government Response to Interested Firms' Questions and Comments for a construction project at Misawa Air Base, Japan. The project involves adding and repairing Fitness Center B622, with a proposed performance period of 555 calendar days. Key details include electrical, mechanical, and fire protection system specifications, with specific considerations for using Japanese-manufactured materials and meeting international standards.

The document addresses multiple technical queries from potential contractors, covering areas such as lightning protection, electrical panels, transformers, asbestos remediation, and construction materials. Notable considerations include site constraints (narrow location with high traffic), potential labor shortages, and the need for extensive mechanical work. The government is flexible on some specifications, such as allowing Japanese-made tiles and electrical components, while maintaining core technical requirements. A pre-proposal conference and site visit will be scheduled, with the exact date to be specified in a future Request for Proposal.

No. Target Document Section/Paragraph Interested Firms' Questions/Comments Gov't Technical Response 1 Period of

Performance Recommends the Government to consider awarding this contract so the construction period encompasses only one winter season.

This project has much more interior work than exterior work.

2 Sources Sought Notice

Page 1 It is stated that the performance period is expected to be 555 calendar days (CDs) including 30 CDs mobilization. However, due to the recent labor shortage and new working hour regulations that have been implemented since April 2024, it seems difficult to comply with the performance period. Can the performance period be extended if necessary?

Noted. We will consider a longer performance period when the project goes out to bid.

3 Specifications Section 28 31 76, Para. 1.8.2.2 Supervisor

Can a NICET Level III fire alarm technician be replaced with a Japanese Fire Equipment Officer (Shobo- setsubishi) as an alternative qualification?

Per the FPE DOR, no exceptions. The Shobo-setsubishi is not an equivalent to a NICET Technician. BUT: We are looking into this with the AFCEC DET 2 Fire Protection Engineer.

4 Specifications Section 28 31 76, Para. 1.8.2.5 Test Technician

Can a NICET Level III fire alarm technician be replaced with a Japanese Fire Equipment Officer (Shobo- setsubishi) as an alternative qualification?

5 Specifications Section 26 41 00, Para 1.2.3 Lightning Protection System Installers Documentation

Can the installer of lightning protection system be an electrical subcontractor who has completed the training provided by UL-certified equipment manufacturer?

OTIE Electrical: Yes, that is acceptable.

6 Specifications Section 26 51 00, Para 1.5.8.1 Computer-generated Photometric Plans

Can the lightning fixtures be replaced with Japanese-made ones in order to submit photometric plans from a Japanese manufacturer?

However, emergency lighting and exit signs will be compliant with

NFPA 101.

OTIE Electrical: Yes, that is acceptable. Verify voltages are compatible.

7 Specifications/ Drawings

Section 26 05 00.00 40, Para. 2.1.5 Panelboards Drawings E-603, 604, 605

Only NEMA and UL standards are listed, however, will Japanese-made panelboards be accepted? Japanese-made panelboards cannot be manufactured with the breakers that meet the A. I. C Rating listed in the drawings.

OTIE Electrical: Yes, that is acceptable. Provide current-limiting system and coordinate with engineering where AIC ratings cannot be met.

8 Specifications Section 26 05 00.00 40, Para. 2.1.6.1 General Requirements

Only NEMA and UL standards are listed, however, will Japanese-made transformers be accepted? The test reports compliant with NEMA cannot be submitted. Will the test reports compliant with the manufacturer's standards be accepted?

10 Drawings A-601, MATERIAL & FINISH

SCHEDULE, CEILING, TILE

O/CEM BD

It is indicated "Ceiling (45 x 45 TILE)" in the Description column.

Does this mean installing ceramic tiles on the ceiling?

Yes. Tile over cement board.

11 Drawings A-601, MATERIAL & FINISH SCHEDULE, FLOORS, PFT-1 and

PFT-2

Will the floor tile (45x 45 TILE and 300 x 300 TILE) be the Japanese product?

Yes you can use a Japanese tile. Spec section 01 42 00 allows tile met JIS A 5209 local product.

List of CFUSM does not require US materials for tiles. Also, Spec 01 42 00.00 03 allows JIS A5209 against spec 09 30 10. Therefore, Japanese materials are acceptable.

12 Drawings A-601, MATERIAL & FINISH

SCHEDULE, WALLS, CWT-2

What does "SUBWAY(RUNNING BOND)" mean? Please clarify. Subway tile is a rectangular tile that is laid out in a staggerend pattern

13 Drawings A-402, CMU-1 Is it correct to consider that the thickness of CMU is 100 mm and the height of CMU is up to the bottom of the concrete slab (FL+4000) as shown in the drawing?

Also, a lintel beam may be required to be provided in the middle of CMU because of its height.

Provide 200 mm CMU for partition CMU-1.

Height of wall shall be to underside of sloped roof slab -- FL+4000mm correct. A masonry lintel beam will be required.

14 Specifications Section 01 42 00.00 30 JIS acceptable alternatives, we understand that priority will need to be US Standard, then Japanese Standard. Could we confirm that we can straight go Japanese Standard if US Standards are not indicated?

Listed JP standards are considered to be equal to US, but not listed materials need to meet each spec section.

15 Any plan to provide a chance to have site visit? A pre-proposal conference and site visit will be held at Misawa Air Base. The date and time will be specified in a Request for Proposal.

16 Does 555 CDs PP include risk of not being able to perform as planed due to winter weather issues?

Yes. Most of the project is interior work. That said, we will consider a longer performance period when the project goes out to bid.

17 This gym is located right next to MOKUTEKI, across from a bowling alley, a library on the same parking lot, and across the street from Edgren High school.

The site is narrow, with a lot of traffic and children, and it is difficult to set up a materials storage area, a loading ramp, and a temporary office.

The majority of the main parking lot (minus what is necessary for fire lanes) will be given over to the contractor as the laydown area. See attachment.

18 There is a considerable amount of mechanical work to be done, and there is a nationwide shortage of engineers and workers for mechanical equipment contractors, so the outlook is not good for about two years.

We are concerned about whether we will be able to provide not only engineers and workers who can work with this volume of work.

Noted.

19 Main concern regarding this project is the effect this project will have on neighboring buildings and infrastructures that are shared among these buildings.

Noted.

20 Since there is heavy traffic in this area, it concerns us how much of restriction will be put on for vehicular transportation, also the workers’ vehicle parking in this limited area.

Noted.

21 Neighboring buildings’ operation may affect the construction, such as parking space, nuisance, and limited access to the parking lot due to the closure of one of the two (2) entrances.

Noted.

22 Considering all the concerns we have at the moment, it is assumed that the price may exceed the quoted price range that we received.
