About this file
This is a performance requirements document (Exhibit B-2) for a Flooring and Installation competitive solicitation (#29223) from Washington State's Department of Enterprise Services (DES). The document outlines key performance requirements that bidders must address, focusing on two main areas: Key Personnel Experience and Customer Service. For personnel requirements, bidders must demonstrate that key staff have at least 3 years of relevant industry experience and possess NAFCT or equivalent certifications. Customer service requirements specify response times including: acknowledging job quote requests within 1 business day, scheduling site visits within 3 business days, conducting on-site consultations within 14 calendar days, providing complete job quotes within 21 calendar days, and notifying customers of backordered items within 2 business days.
The document uses a scoring system with ratings from 0% to 100% to evaluate bidders' responses, with 0% representing meeting minimum requirements and 100% representing excellent added value. Bidders must submit their responses in Microsoft Word format without modifying the formatting. The document does not specify pricing terms, set-asides, or funding requirements, but notes that bidders' commitments in their responses will be incorporated into the resulting contract, and failure to maintain these commitments could result in contract termination.
