About this file

This document is a Rough Order of Magnitude (ROM) request from U.S. Customs and Border Protection (CBP) for Carrizo Cane Eradication along the Southwest Border. The project involves comprehensive invasive plant removal across multiple sectors from Del Rio to the Rio Grande Valley, with project scope ranging from 5-20 acres to potentially 3,000 acres, with a total estimated clearance of 66,000 acres pending landowner agreements and environmental clearances.

The ROM details three specific task areas: 1) Aerial Mapping & Site Preparation, which includes identifying target areas and establishing buffer zones, 2) 25-Foot River's Edge Removal, involving mechanical cutting, herbicide treatment, and native species protection, and 3) 25-Foot Inland Zone Removal, featuring root plowing, rhizome management, native reseeding, and ongoing monitoring. Vendors are required to submit ROM pricing via email to donna.r.mcmullen@cbp.dhs.gov by December 26, 2025 at 5pm ET, with pricing to include comprehensive eradication, restoration, and maintenance functions across specified buffer zones.
