About this file

This document is a Rough Order of Magnitude (ROM) Request for Carrizo Cane Eradication issued by U.S. Customs and Border Protection (CBP) on December 22, 2025. The ROM solicits price estimates for three distinct task areas involving Carrizo Cane removal: (1) Aerial Mapping & Site Preparation at $800/acre, (2) 25-Foot Buffer & River's Edge treatment at $15,800/acre, and (3) 25-Foot Inland Zone treatment at $37,300/acre. The comprehensive eradication process includes aerial mapping, mechanical cutting, herbicide treatment, root removal, reseeding with native species, monitoring, and maintenance, with specific requirements such as establishing buffer zones, protecting native vegetation, and conducting drone herbicide treatments.

Vendors are required to submit their ROM pricing via email to donna.r.mcmullen@cbp.dhs.gov by January 6, 2026 at 5:00 PM ET. The pricing should cover all listed functions, which range from initial site preparation to 12-month monitoring and maintenance. The project involves precise environmental management techniques, including mechanical cutting of Carrizo Cane to 4-6 inches, shallow root plowing, rhizome removal, native species reseeding, and ongoing treatment of regrowth, with specific attention to minimizing environmental disturbance and protecting native ecosystems.

A. Please see task areas 1, 2, & 3 below.

B. Please provide a Rough Order of Magnitude (ROM) price estimate and/or price range per acreage for the eradication of Carrizo Cane.

C. Please submit your ROM Pricing via email to: donna.r.mcmullen@cbp.dhs.gov D. The ROM price shall include all functions captured in the below checklist?

E. ROM Due Date: January 6, 2026 @ 5pm ET.

1) Aerial Mapping & Site Preparation – ROM Price: $__800.00 / acre__________________

☒Conduct aerial mapping to identify Carrizo Cane acreage.

☒ Flag all target areas for removal.

☒ Establish buffer zones to protect native plants.

☒ Plan access routes to reduce environmental disturbance.

☒ Implement erosion control and reseeding measures.

2) 25-Foot Buffer & River’s Edge – ROM Price: $__15,800.00 / acre____________________

☒ Establish 25-foot buffer zone along river’s edge.

☒ Mechanically cut Carrizo Cane to 4–6 inches without harming native vegetation.

☒ Treat regrowth (18 inches–1 meter) by wicking with approved aquatic herbicide.

☒ Repeat wicking treatment as regrowth reappears.

☒ Spot-treat regrowth while protecting native species.

☒ Monitor for 12 months to ensure native species establishment.

☒ Maintain area with Batwing Mower without damaging native trees.

3) 25-Foot Inland Zone – ROM Price: $__37,300.00 / acre_____________________________

☒ Establish 25-foot inland buffer zone.

☒ Mechanically cut Carrizo Cane to 4–6 inches.

☒ Shallow root plow to max depth of 24 inches; lift rhizomes.

mailto:donna.r.mcmullen@cbp.dhs.gov

☒ Rake rhizomes into windrows (< 4 ft) or bury with 4 ft soil cover and one leaving windrows between 10 to 20ft apart on the surface

☒ Seed with approved native species blend and water to 80% stand.

☒ Provide weekly metered water usage report to CBP.

☒ Monitor restored areas for 12 months.

☒ Retreat regrowth (18 inches–1 meter) with wicking method herbicide.

☒ Maintain with Batwing Mower ensuring native tree protection.

☒ Light tilling to break remaining root mass; reseed as required.

☒ Conduct aerial drone herbicide treatment at 6–12 ft altitude, wind speeds < 5–10 mph.
